THE FINANCIAL STATEMENT.
Major Atkinson may be congratulated upon his Financial Statement. Finance is his stronghold, and in figures ho is unassailable. He is a capable administrator, and a splendid accountant, and |if he falls short of being a Statesman lie makes up for this deficiency by his prowess in statistics, It is gratifying to learn from so honest and accurate an authority that there is nothing in the present-financial condition of tho colony which need cause alarm, Still, New Zealand is a ! ' heavily-taxed community, and it is possible that a policy like the one Sir Julius Vogel advocates might result in lightening tho public burdens and removing the depression which has caused a .deficit during tho past year, Major Atkinson would be a splendid Colonial Treasurer if ho had someone above him like VoGELto keep him from experimental legislation' for which he is unfitted. .
