THE ADULTERATION ACT.
We have reaped the first fruits of the new Adulteration Act in the Wairarapa by the conviction of an up country publican who put three per cent more water than the law alj.ows into a pint of whiskey. The Legislative mountain has been in labor fixing a standard for our nips and has brought forth this mouse. A pint of whiskey was sold to the police department at the' trade price of four shillings, but from the evidence of the local representative of the force, it actually cost: the Government eight pounds exclusive of the expense of analysis which was not included in the schedule. That the public money money should be wasted in making sucli discoveries is to be lamen ted. We bad recently the evidence of a wellknown M.H.E, to show that villainous spirits that must have been a mass of adulteration have been imported in large quantities into New Zealand. Now, we would not grudge eight pounds, or even eighty.to detect and punish 'a crime of this' character, but to pay eight pounds and possibly more in order to prove that a publican has an extra thimbleful of harmless water in a whiskey bottle is altogether too absurd. If the Act will only catch gnats of this character and yet pass camels, the sooner it is repealed the better. Our New Zealand Parliament is singularly unfortunate in its social and sanitary' legislation. Whenever its measures conie into actual operation they seem to miss the mark for which they were designed, If there is any use at all in a public analysis of hotel,, liquor, it certainly does not lie in .revealing tho per centage of' water which it contains. vital point—the Qovommont analysis proves a decided failure. We trust the Colonial Treasurer will object in the present state of the finances of tho colony to spend eight pounds again in procuring a pint of liquor containing 97 per cent of statutory, whiskey and 3 per cent of pure, water. Such investments do not pay and' the sooner they are dropped the better. When Parliament meets perhaps'some inquisitive member will want to know how many hundreds of pint bottles of spirits have been lought out of the public piirso, and how much per bottle they cost, We have evidence that the Whareania samples amounted on an average to one pound seven shillings and sixpence per bottle. * -.lf the police department are conducting their raid: on tin's scale the Bill tor working tho: Adulteration Act will run into many hundreds of pounds, and tho benefit will be nil. Wo do not know whether all tho good whiskey that goes into the Government laboratory is wasted in scientific researches as to the percentage of water it contains, or whether, after undergoing a course of purification, it is used as a stimulant by tho department which collects it. If the latter be the case, the zeal of the central bureau in hunting for samples may be excused.

It was stated by the County Council Chairman that Sir William's trip Home is on accounts Lady's Fox's health, which has broken down and can only bo restored by a sea voyage. At the meeting of the Roman Catholic Eioceaan Synod at Auckland, on Saturday last, Bishop Luck expressed very great satisfaction at tho manner in which the Synod had been carriod out; and with reference to his approaching departqre for Rome, said the opinion of both priests and people concurred with his own ; that the visit would he fraught with a great bloßßing for the whole of the diocese, inasmuch as it would afford an opportunity of obtaining recruits to carry ou tho work of the church.
