WEST COUNTY COUNCIL.

A LIVELY MEETING. (Prom the Standard,) The annual monthly meeting of tho above Council was held on Saturday. Present—Councillors Booth (chairman) H, Bunny, H. E. Bunny, Matthews, Buchanan, Russell, Phillips, and Barton,

After the transaction of the other, business, which was not of much importance, the following notice of' motions handed in by Cr Phillips at ■the last meeting, wero brought :for- ■ ward.

1. Whether it is not desirable in future to appoint a nomination day for candidates seeking election at. the Wellington Harbor Board.

2, Whether Mr Booth is not disqualified to sit at the .Horbor Board,

The Chairman, in introducing the subject, said that he did not see why a nomination clay was required; he thought a notice would be quite- sufficient.

f'r_ Bunny roso to speak, when Cr Phillips rose to a point of order, arid asked if tho Chairman and Mr Bunny had been speaking to a motion, Ho considered it would only be courtesy to himself to hear what he had to say upon his own motion.

Cr Bunny said if there appeared upon the order paper a matter that would be of no earthly uso to discuss, the Chairman should not allow it to be brought before the Council. Ho should not permit motions to bo put which they hud nothing to do with, Somo .Councillor might propose that the Governor should be present, at the next meeting, but they would not discuss it. "• :

Cr Russell agreed with Cr Bunny. The Chairman -thought Cr Philiips would bo acting wisely if he withdrew his notices, though personally he would not object to any discussion upon them, ;

Cr Phillips thought that Mr Booth should leave the chair,

The Chairman saw no necessity for this.

' Cr Phillips said that his proposal was that fourteen days' notice should bo given to the members of the Council of nominations for the Harbor Board.

Chairman: That is not according to your previous notice of motion,

Or Phillips would, however, like to see such a resolution passed. The Chairman said he- could not allow that, His present motion was not in accordance with the one 'of which notice had been given, Cr Phillips: It seems right that the chairman should vacate the chair. He would tell the.Council that ho would not be shut up. If ho. could not speak in the Council Chambers, he would say it in another place. •'

The Chairman thought tho Council .should not listen (Hear hear). , Cr Phillips reitrated that it was necessary that 14 days notice should be given, Cr H. E. Bunny interrupted the speaker, and called his attention to the wording of his notice of motion.' ■ "' Cr H, Bunny was astonished at' the whole proceeding, and wondered at the Chairman allowing it. Cr Phillips again said that H days' notice should be given before tho election, Ho objected strongly to being stopped and asked under what by-law this was done.

Or Bunny; Let Or Phillips notices of motion be taken separately, but not together. Or Matthews seconded this, Carried,

Or Phillips said it was positive tyranny to'divide his resolutions Ike this, He hoped the Council would pause in what it was doing, Chairman: Cr Phillips w out of order. •

Or Phillips made another attempt, Or Matthews rose and explained to Cr Phillips that he could ; speak to his first resolution.

It was pointed out that it had not ■been seconded. ;

. Cr Phillips hoped some one. would second his motion, ,&• Buchanan thought that- Cr Phillips was asking too'much when he requested a Councillor to second a motion with which the. This contract could be made by deed, by ■■' lease, or; by word ot mouth, The Council had returned a member to the Board who was peculiarly situated with reference to the Board. He sent timber to Wellington and it was taken charge of, and he had no:mpre connection with; the Harbor Board thka the' man'in kie'moon. It was a-childish; misunderstanding. Like other persons he sent his goods to Wellington and there was an end of it. He was surprised at Cr Phillips not showing more sense, ' ' '■' ' : Or Phillips argued that if MrDuthie and Mr Krull sat upon the Board and had contracts they were disqualified as much as Mr Booth. There was a great deal more in this question than they thought, Even the railway was being worked for Mr Booth's benofil to their general misfortune, He was surprised to see that Mr Bunny had elected Mr Booth for his own power, and he. was sin prised to see both Mr Bunny and Mr- Buchanan- bowing down to Mr Booth. Mr Bunny rose and replied in warm terms that he would not bow down to* anyone, not even Mr Phillips, The motion was then put and lost, The Council then adjourned until that day three months.
