The refrigerating chambers of the steamer Fenstanton were opened yesterday, and the cargo of frozen mtton was found to be in good condition, BRUSSELS, December 6. The Belgian Parliamentary Chambers were destroyo.l by fire to-day, PARIS, Decembor 6. It has taanspired that the Chinese Government continues to adopt a firm and unyielding attitude in the negotiations which are now proceeding for the settlement of the Tonquin difficulty, and has refused either to withdraw or to modify its claims in Tonquin, and is prepared to appeal to arms rather than surrender to Prance the military posts in Tonquin which are being occupied by Chinese troops,
