The Wairarapa Daily. FRIDAY, DECEMBER 7, 1883. THE BURNHAM INDUSTRIAL SCHOOL.
The Burnham Industrial School is a Government institution, and has been managed or mismanaged for the past three years directly by the Education Department, and is wholly maintained out tho vote administered by the Minister for Education. It cost the colony last year £3599 10s 9tl, and outside this amount it received in fees from parents £505 6s 4d, and from the sale of farm produce £314 16s. The average number ofchildve'n'resid'ent at the Institution is 265. Orithe 10th of July, Dr Prins, the medical officer,, reported to the Minister of Education on this school, stating that on every occasion of his visiting the Institution it was in a clean and orderly condition. Now we. turn to the other side of the picture! Three children who have been inmates of this school for eighteen months recently arrived in Masterton direct from Burnham, the time occupied in transit being something less than two days. On their arrival in this town they were found to be swarming with vermin, covered with scabs, and grimed with dirt—not dirt that soap and water would removebut dirt ingrained in the skin by long neglect, A doctor had to be called in to treat theso unfortunates, the polico were communicated with, and finally the father has lodged a formal complaint with the Resident Magistrate of the district, of the aanner in which his children had been maltreated at this Government Institution. Of course,; bofore forming a final conclusion as to the management of\ the Burnham School, it will be necessary to hear what explanation may be offered by the Education Department and its employees, but a very. sorious ■prima facie case is brought against it. Of the horrible condition of, the children when they arrived in this, town there can be no doubt, the fact
that they camo direct from Burnham is also incontrovertible, and there is something moro than a suspicion that another scandal is to be added to ■ the many stains which already tarnish the Government administration, Possibly in this instance, the usual Committee of inquiry will be held, and another voluminous report of petty details will be priuted at ilia expense of the colony. Some one will be advised to take twelve months leave of absence on full pay, nnd a new broom will be purchased. Primarily the Hon, the Minister of Education himself is responsible. If lie was up to his work, such ut glaring instance of utter mismanagement in his department could not exist. It is to him, of. course, that the formal complaint which hasbeen made must be'referred, but the real judges of it must be tho public who maintain this Institution, '

A meeting will take place at the White Hart hotel, Carterton, on the 15th inst, for the purpose of forming n Wairarapa Bille Association.
We hear that the tickets for the Fire Brigade entertainment on Monday woek are already obtaining rapid sale, The brigade is sparing no effort to make the thing a success, and to place beforo thoir patrons a really enjoyable evening's amusement, and a bumper house ought, and we have no doubt will, reward their labors.
A challenge has been received by the Secretary of the Masterton Cricket Club from the Ashley Cricket Club, Wellington, to play a match in Mtutorton on Boxing Day. It has been accepted, and the match will take place in Mr Geo, Dixon's paddock. Mr Alexander Johnston informs the. burgesses of Masterton that at the request of a large number of ratepayers, he has consented to come forward for tho vacant, seat in the Borough Council, • Geod milk is relailod in Greytown at 2d por quart, this is one of the effects of the Butler and Cheese Paotory. Tho following wntlon by " Spectator" to the Yeoman will be of intorest to Ilia sporting fraternity of this district, relating as it does to an old Mastorton resident:-' Woodpecker had thu services of Harry Taylor in tho hurdle race at Auckland at tho last meeting, and won. After this horse was sold nt hack price in Wauganui, I recommended his purchase for a gentleman at Taupo. He ohanged hands again. I persuaded his twiner to run him for the hurdles at Now Plymouth last Autumn, lipped him to win, and got Harry Taylor 10 ride him. I also had the satisfaction of drawing-a dividend of £24 for an investment of i'2 on him in Auckland last autumn. This last makes three successive wins over little sticks, and Taylor has ridden him on each occasion.
Notes on the woathor for the week ending December 7th ;-A dull and damp week is chronicled for this neighborhood, Not much rain fell here, but on the ranges rain fell evory day, and on the Tararua range snow. It is not the kind of weather to be expected about mid* summer. Total raiufull fur week is '3OO parts of an inch! The barometer mean reading is 2!)'825 inches, and tho mean for the tbermometor 55'75 fab. The wind has been light and from a north or south direction. Now that our holiday season is near at hand, tho olerk of tho weather is requested to bear that in mind and to grant us a pleasant and happy holiday season.
According to the list of Lodges for 1883-4 of tho 10.0.R.M.D., just published, there are fifteen districts, consisting of 132 lodges, with an aggregate of 8321 members.
