M Anything weaker than our present Licensing Committcs it is difficult to conceive. Probably the Committee for tho Masterton Borough is in point of intelligence considerably abovo the average of other Licensing Committees, and yet comparing it with the old Licensing Bench presided over by. Mr Waudell, R.M., it is wonderfully feeble. When this Committee met yesterday, a police report was read on five houses. The record of four out of the five was n very creditable one, but the fifth was stigmatised as a sort of black sheep. The police did their doty by calling attention to the existence of this black sheep, but the Licensing Committee, withont a word of comment advice or reproof, gave it a license, We venture to assert that such an extraordinary procedure would never have been witnessed at the licensing meetings which were wont to be conducted in former days in this district by tho Resident Magistrate. To make no distinction between wellconducted and ill-conducted houses, is practically an abnegation of licensing functions. We do not assert that the fifth house to which we allude is an ill-conducted one, as wo have no knowledge that such is tho case, but' the police report indicated that it was a striking contrast to the other well managed houses. It appears to us that the duty of the Licensing Committee, when an unfavorable police report was presented, was to have made such an enquiry as would either have confirmed the allegation or disproved it. The whole aim and object of the appointment of Licensing Committees is to regulate tho drinking and other hotel. traffic, not to sign transfer forms.. If elected Committees will not take upon themselves such a response' bility, the sooner they are abolished the better. When a Licensing Committee has no word of praise for well conducted houses and no word of blame for ill-conducted ones, it is evidently in a bad way. Summed up briefly, the proceedings at yesterday's meeting amounted to this:—The police: "This is a badly furnished house which is frequented by roughs." TheCommittee'(inchorus); "Wevill give it a license,"

Still the Aifredton settlers are badly off for roadH, and if they think they can do better by sepevating from Masterton, theyaro perfectly justified in dissolving their- connection. We should have had more sympathy with the Masterton Board under trials of this kind if some of its members had not been engaged" in trying to destroy tho County,

The Post suggests'that the members for the City of Wellington and the Chamber of Commerce should urgo on the Government the desirability of pushing on the railway to Woodville, iu connection with the settlement of the Forty Mile Bush. It is satisfactory to find our Wellington contemporary waking up to realise the fact that there is good land lying idle to the north of Masterton, and it will be still more satisfactory if the city members and Chamber of Commerce follow suit.

Possibly a more formal meeting, of which due publicity might bo givon, would lead to a different result.

Tho ordinary meeting of Court Loyal enterprise, A.0.F., was held last ovening, when Ihe nomination of officers for the ensuing term took place, the number nominated for each office.being as follows; C.R. two, S.C.R. four, S.W. two, J.W.• two, S.B, four, J.B. seven, treasurerßro Wickens reelected, sooretary Bro.Redman re-eleoted; auditors, Bros Easthopo and Wickerson ; Prosident of Juvenile Court, Bro_Blinkhomo. One new member was initiated and one proposed. It was decided to grant the Juvenile Court permission to hold a picnic in connection with the Order.

Last ovening a formal complaint against the Burnham Industrial school was lodged by Soren Neilson before Mr Wardoll, R.M. Tho informant, who resides in Maßterton, has had three children, two boys and a girl, staying for the past fifteen months at this institution. He alleges that they entered it clean, wellclothed, and wholesome, and that whon they loft a fortnight ago they were sent out dirty and in rags. The evidence of the complainant is, wo understand, sup« ported by Dr Beard and the police in this town, who have seen the ohildren, and it will be submitted in due course to the Hon the Minister for Justice. The children, when they reached Masterton immediately after leaving; Burham, are said to have been swarming with vermin and grained with scab and dirt.
