MASTERTON BOROUGH COUNCIL.

1 The usual meeting was held last evening. Present—His Worship the Mayor, and Crs Price, Caselberg, Heron, Lops, Peri-y, Hessey, and Gapper. The minutes of the previous ordinary and special meetings were confirmed, and correspondence read. CHAMBERLAIN STREET. Mr T. E, Chamberlain wrote, stating that three culverts were required to open Qut Chamberlain-street, and that he would on behalf of the residents on the street, guarantee one-third of the cost, of tj) r e qlvert?, proyidec) % >yhole cost did not exceed £2L Or Heron moved that the Overseer be directed to do the work on the terms named by Mr Chamberlain. THE POUND CASE, Messrs Beard and Giay wrote enclosing statements of Messrs Montgomery, Hornblow, Hoffiena, and Ohriatiensen, as to tlio "late complaint about the poundkeeper. That after.the sale, one of the complainants went to Mr Leahy's house and RBked if Mr Bentley was in, and was informed he was, and that while there one of Mr Bentley's sons said, "Oh I you fellows have been sold."

It was resolved after discussion, That His Worship the Mayor, and Crs Heron and Gapper be a committee to examine the poundkeeper in the presence of the complainants, the latter to be asked to attend for the purpose. Cr Perry seconded, Carried, BY-LAW COMMITTEE'S REPORT, The by-law Committee reported that they had resolved to recommend as follows That a by-law to the following effect be made: No person shall carry on the business of a chimney sweep within the Borough, unless duly licensed at a fee of 5s per year, The charge for sweeping was fixed as follows Chimney of ono storey house Is 6d; two storey, ground floor 2s 6d, first floor Is 6d, Every licensed sweep to do work in any part of the Borough and in a reasonablo and workmanlike manner, and for neglect, or refusal, or demanding, or taking more than the fee fixed, shall be fined £5, the Coun- . cil to be entitled to cancel the license A for incompetency at any time. ' The Committee also recommended' that a Standing Committee to deal with by- ' laws be appointed, the same Committee to report as to sanitary regulations for the Borough, . The report was adopted and the following appointed a standing committee! —Crs Lowes, Gapper, Price, Heron, and Caselberg, three to form a quorum, FIRE BHIQADE COMMITTEE'S BEPORT, The Committee reported that thev recommended the additional sluice gates required by the Brigade to be inserted, but the matter of the additional bell they referred to the Council. The report was adopted. WORKS COMMITTEE'S REPORT,

The Committee gave the Overseer's Report as follows That, he had cleared up Queen-street and cut down the grass and weeds in other streets, and footpaths; had put agate on Renallstreet gravel-pit; had filled in the holo on Mr Toomath's property at a cost of 18s sd. The cost of keeping Queenstreet in order for twelve months was £39185, The Overseer reported that owing to crushing his finger in getting timber for Renall's gravotpit ho was unable to do any manual work lately, The Committee resolved to call the attention of the Council to the cost of keeping Queen street cleaned up. and recommended that a small section of the gutters be asphalted with a view to ascertaining the cost and efficiency, of such work, The Mayor reported that Mr Renall would not allow the Council to tako any more metal out of the pit '■in Renall-street until the Council refunded him the 19s Cd paid for releasing his horses from the pound where they had been placed through the Council disturbing his fences.

It was resolved to recommend the Council to refund the amount claimed by Mr Eonall, The report wasadopted on the motion of Cr Heron seconded by Cr Price, Cr Gapper drow attention to the fact that Victoria and Albert streets had been forgotten by the Overseer when clearing streets of weeds he,

FINANCE committee's REPORT. The following accounts were passed: —Wages and eontingencies, £25 ; 12s sd; McEwcn, repairs, £2 9s; Burrell, slatutcs, £110s; Payton k Co,£l Is. Overdraft was reported at £823; The report was adopted. NEW FIRE-BEL!,. Cr Caselberg said the request of the • Brigade was a very reasonable ono, He moved that the Council expend a sum not exceeding £5, He had no doubt the old school bell could bo obtained for erection whorover the Brigade wished. The : motion was carried on the casting vote of the Mayor. The making of two more fire sluices as requested by tlio Brigade was orderod to be done, Ur Lowes expressing the opinion, that every facility should bo given to the Brigade in its operations. The Council then adjourned.
