Arrived at Plymouth today, the P, and Q. steamship Clyde, from Melbourne (Oct. 11 j, and Orient steamship Luistania, from Melbourne (Oct, 20), with a cargo of 4500: carcasses of mutton on board.

At the Conference this morning, a Jong discussion took place on the subject of annexation, including Mr Whitaker's amendments to the report of the Committee., In the course of the debate, Mr Whitaker made an exhaustive speech in support of his motions. Mr Dflllpy, Attorney-General of Bout)| wajes, submitted a proposition fop the constitution of'a Federal Council, Its functions i|S defined would be to deal with the following questions: The naturalisation of aliens,. patents, quarantine, enforcement of criminal process, extradition, copyright, marriage, divorce, prevention of influx of criminals, weights and measures, statutes of companies, and examinations of marine disasters.
It is proposed that the : Council consist of two members from each.colony enjoying responsible government arid one member from .Crown colonies. Yearly meetings to be held at a time and place to be determined by a Governor empowered by the Queen. Three coloniesto.be able to;,summon special meetings of the Council.
In addition to the functions of the Federal Council, as previously telegraphed, Mr Dalley's proposition provides for tho reciprocal enforcement- of judgment in matters affecting Australasia and t|}e Pacific. At the sitting" of tjje Conference this afternoon, tho .series of. resolutions on the question of annexation, with the various amendments'thereto,, were discussed, and were finally adopted,unanimously with no substantial change from the repoit of the sub-committee, except that ah additional clause was,. interpolated after. the first, as follows:—"Second,—The Convention refrains from suggesting the manner of carrying out 'tuft' foiregoing, in the confident belief tliat .the Imperial Government will promptly and yisely take the most effioientsteps' to secure' the safety and:, content-: ment of this distant portion"'bf ■the Empire,";' " : • With' the fifth clause of. the. series of resolutions as agreed to (the fourth as, telegraph yesterday)', is embodied Mr Whitaker's amendment, providing for a guarantee of a shire of ' the cost qf annexation permanent appropii, atiqn ' >■

Received December sth, 1,50 a,m. wheat ex store, declined sixpence per quarter to-day at 465; New 'Zealand wheat is quoted at 38s 6d to 42s 6d, a decline' of one shilling on best qualities.. Adelaide flour remains at 32s ox store.
Wool Sales.—To-day's auction is firm, and an active demand experienced for the various loss offered. The catalogue comprised 8,200 bales. A cargo of frozen mutton consisting of 3,650 carcases which arrived on the 21st of November from Melbourne per steamship Garonne, but was stored Owing to the'market being temporarily glutted wiis placed on the market today when tho carcases offered realised from s|d to 5f d per pound, The meat was in good condition but too fat, MELBOURNE,

In the customary message on.such occasion,; President Arthur announces his' Government have decided to extend relations of union with eastern nations, and that it might possibly become necessary to co operate with other | powers with a view' to secure liberty j of trade in Congo "Volley. He suggests that a policy of relation should be pursued towards countries levying . taxes on importations of American products, The message announces that the Budget shows a surplus of thirty-nino million dollars. It concludes by urging that steps be takon to reconstruct the navy of union, and at the same time, proceed with various coast defences which are necessary.
