. : Reuter's Telegrams, PARIS, August 27. ; The Temps, in its issue to-day, pub--lif lies a telegram from its correspondent in Tonquin, announcing that the King of Annam has submitted to the French force, and has offered the services of his troops in the ovent of further military operations in Tonquin being necessary. The King has also accepted'tho terms offered by the French Commission which proceeded to Hue to negotiate for a cessation of hostilities, and has agreed to pay the war indemnity demanded, the Fronch troops meanwhile holding the forts which tbey recently captured, and which command the city, as security for payniont. Tho provisions of tho compact arrived at also recognise the French claim to a protectorate over the country, and confirm the same, Much ill-feeling has of late been .manifested between the natives of 'Besancon, a town in the east of tlm country, and the Italian workmeu resident there, and tho discord culminated to-day in a riot, in whioh a large number of workmen took part. The disturbance was, however, suppressed by the police. ,

The shock was a terrible one; twenty passengers of the Melbourne train .'being-'injured; two somewhat seriously; but most were able to proceed to theit homes without medical attention,
