Sik,—ln your leading article of the 9tli August upon the county rate question, you state that there would be great difficulty in collecting a special rate for a special work, and "The law, however, gives auother alternative, viz., to pay them out of the general rate, and this course has been adopted by the Wairarapa East Council."
