contract, when it ought to be completed was not commenced, no timber being .delivered on the site; It was necessary to put a stop to this eort of thing, Cr Meredith agreed that.it was time, to make a : stand against this way of executing contracts. : 'r, 1 ;';': i Or. McCardle proposed that the'question of determining the contract stand over till'n«xt meeting, and this resolustion was accepted. ;i ' 1 ' , A (letter - waß "received: from the „, stating that the iiiri'otiiit to the creditthe Pahidtua (listi'ict.oii.lanils'iileswas ,£437. i"'i Or McCardlo proposed that the Government should bHe'quested to hold this'silm iii hand till tho new Pahiatua Koad Board was in" working order as tbo Money belonged to itj and could not be spent outside' tlic- new district. Cr Mackay seconded the motion, 11 'P'" said there had always 'lieeiv a, o£> doubt as to what body the receipts from land sales should ; Vo piiid to and 'the direction ini whicli. it should bo expended. Beforo taking actioinn the present lie suggested cleaving up these points by getting their. Chairman, Mr Beetham, to make necessary' inquiries at head quarters, He proposed that Mr Beetham's attention be called to the uncertainty ■which existed with regard to this item of revenue. ■

Ci* Meredith seconded the amendment. agreeing with the spirit of Cr iMcCardle's motion, ho held that before any distribution of this amount ™e.'made'.they should hove a clear authority, r i ... , ;

Cr Chamberlain approved of leaving the money untouched tall the Pahiatua Road Board was constituted, but supported the amendment, which was carried. SPECIAL MEETING. The special meeting was then held. The special rates for the EketalmnaTenuij . the Masterton-Waimata, and the Masterton-Bideford roads were struck; also a general county rate of a halfpenny in tho pound, due on August Ist, b Cr McCardle suggested that the general rate should he made payable in two instalments,

The clerk replied that some of tho payments wero as low as a penny and would hardly bear dividing, On the motion of Or Chamberlain, Ors Mackay and McGregor wero appointed to sign tlio rate book. PROPOSED MAIN ROAD.

Pursuant to a notice of motion Or McCardle moved that steps be taken for the Paliiatua-Tirauinea line to be declared a main line, He claimed that their chairman, Mr Beetham, as well as their Engineer, were of the opinion that this road should be made a main one. It • opened up the Puketoi country, aiid would connect the Pahiatua with the Coast road. They were anxious to get the existing length of over four, miles metalled under the Boads and Bridges Construction Act. Iho,remainder of tho road (thirty miles in length) would be savveyed next spring,

Or Meredith Seconded the motioi pro forma,l '

Or McGregor believed that the application was; premature, They ought not to ask the Government to proclaim a _ line through an unsurveyed district, They should at least postpone the application|tijl the road was located, An effort was being made on all sides to; pitch-fork all sorts of roads into the main-line schedule, but he thought it would weaken their influence with the Government if they joined in such an attempt, ite also pointed out that other roads, in the County had far stronger claims to be constituted main lines than this particular one. Cr Mackayj endorsed this view. They could not as yet see where the end of this road would be, and they wo "ld be .working in the. dark without furt|iei'data. [No doubt in time tho proposed road would be a main line, but it .was then too soon to regard it as such. r ~ 5 ' ..' The drew attention to the. absence of Crs Beetham and Williams who';TO(j interested in this road, and suggested postponing the question till the next mooting, He also pointed out that the Government ought to construct the line through the Puketoi out of land revenue, and that it would be a 1 mistake for them by declaring it a main line, to make themselves responsibo for finding twenty-five per cent ,of the cost of a road to open up Crown Lands, 1

Cr ' McCardle (lid not think Cr Williams was interested ■ in the proposed road.' He was anxious to get the matter settled as tho time for receiving ; applications, unless it was extended, closed before their noxt meeting. ! Or Meredith jsaid that with the light thrown on tliij question during tho discussion he could not consistently support Cr McCardle, Qr McCardle thon accepted the suggestion that tho consideration of the motion should stand over to the next meeting, • j ; The Council then adjourned,
