WAIRARAPA WEST COUNTY COUNCIL.
The usual monthly meeting of the Council took place on Saturday. Present -Crs, Booth (Chairman), Barton, Braithwaite, H. and H. R. Bunny, Buchanan, Matthews, and Russell.
The minutes of the last ordinary and statutory meetings were read and confirmed.
The Treasurer reported that there was a debit balance at the bank against the Council of £973 8s 7d, the receipts „ since the last meeting having been £9816s Bd. A requisition had been sent forward to the Government for, £54214s 7d, the balance of a Parjia- -, 1 mcntary vote of £750 for roads to open up Crown Lands in the Gladstono and Awhea Sidings, and would shortly be remitted to the Couity fund. 'The amount applied for when received would bo due to the Masterton' and i: Featherston Highway Boards'; under' '< whose control tho works for which the money had been voted had been expended. The half-yearly ' interest of debentures taken over from the ,East • County Council (£2500) would be due < on the Ist July, and amounted to £B7 10s,
The Chairman: Nothing, I think, will arise out of this, except what will come forward later on the consideration of the Finance Committee's ■- report. WAIKABArA LAKE, A letter, was read from.the' Crown Lands Department, re resolution passed by the Council at its last meeting as ■ to taking, land for drainage purposes, stating that as.the Native Lands Court-;: had not settled the matter, 'the;, Go--'-; veraimeht could not., deal., with' the";:', question. The Chairman thought.it was desir- w able that the Council should bring " pressure to bear on the Government in connection with this .inatteiv:: iThingSr,.; had been going ;'ori as they were' now ; '''''' for years past, and unless the Council took action in the matter, they be likely to do so for years to comK;Vv'^ Some discussion then took place as to the power of the Government to deal with the matter, and the most advisable course to be adopted by tho Council, in which Crs Bunny, Buchanan, Russell, and Matthews; took: :-, part, and ultimately, on tho motion of Or Bunny, seconded by Cr Matthews, the following resolution was passed— That in reply to the letter received ." from the Crown Lands. On the report, accounts amounting to £60210s 7d wore passed for payment, ' : ; Tho report also recommended that the subsidy to Mr Taylor should cease as from the 3rd inst, and that the, re- r, ; i taining fee to counsel should terminate' at the closo of the curront yeap, Cr Bunny reported that ho and Cp,;:! On the motion of Cr Bunny seconded by Cr Braithwaite, the report * was. Hi adopted as read. • > WORKS COMMITTEE REPORT. The report stated that the following. :■ ■ allocation of the grant of £2,930 under the Roads and Bridges Construction Act had been agreed on:—Carterton to Gladstone, £794; Gladstone to Wainuioru, £757; Matinborough toWainuioru, £1,379, which had been accepted by the Government jajid.tba.f, ■ , the committee had defined special djs: tricts for rating, TJjo remainder- qf... ' the report was mainly confined to the : steps to be: taken for a poll, (fco„ calling and acceptance of tenders, the renewal of applications made prior to 30th December last, and advising fresh ■: application for Martiriborough-Pahaua •'.. road and deviation at Waihenga. The report was adopted as read. OR PHILLIP'S TRAVELLING EXPENSES. Cr Matthews said ; Cr Phillips had written to him asking him to apologise for his absence, and that tho.Council grant him leave to withdraw the motion af which he had given notice. —Motion lapsed, BANK OVERDRAFT AND COUNCIL AND RIVER BOARDS. ' A letter was read from the manager of the Carterton branch of the Bank of New Zealand, drawing attention to the present overdraft of the Council; that it had not been materially altered during the last two months; and what action the Council intended to take in the matter. ' ■ The consideration of these mattters were necessarily associated, the one with the other and involved a consider-' j I able amount of discussion, tho outcast ' f of which was the following resolutions:
—Thata copy oftho Finance Committee report tabled at Iholast meeting of the Council' should be forwarded to the Taratahi-Carterton and Featheraton Higl)way Boards. That the Chairman of the Council and Cr Bunny should form a ; deputation to wait on' the Boards, on Tuesday and to see if they were willing to take over, the main road, the bank overdraft, and debenture doht. That a county rute of three-sixteenths of a penny bo levied to be payable in one sum oil the; loth August, 1883, to pay t.!l the bank overdraft/ That in the uu-ut of the Boards assuming the Council's liability the last resolution should be allowed lo lapse. , HUKUNUIORAKGI TOLL, After a short discussion Or Buchanan withdrew his motion for the abolition of that toll until it was ascertained what •.■•arrangements could be made between the Council and the Road Boards on the preceding resolutions. : NEXT COUNCIL MEETING. _ Cr Bunny said he had, as he had intimated, intended to; move a resolution that the Council.should adjourn for three months. He thought, however, it would now be better for the Council to meet again and dispose of tho matters contained in the resolutions they had just passed.; : ft' was then resolved that the next' monthly meeting should take place on the usual day. The business of the meeting terini--nated at 12 noon.
