(continued.) The chairman pointed out that it was previously arranged, that each Ward should receive the amount raised in it, to be expended as the ratepayers wished. He thought it would be as well to re-affirm the principle. Mr Dagg moved and Mr Chamberlain seconded—That it be laid down by the Board as a guiding piineiple that tho rates of every subdivision be so expended that the ratepayers receive as far as possible the benefit of their rates, It was decided that a conference be held with the Castlepoint Highway Board for the purpose of adjusting the rates between the two Boards. A special meeting to strike a general rate and a rato upon the money borrowed under tho Roads and Bridges Construction Act was arranged to bo held on the 27th inst. The following correspondence was read:— A petition signed by six ratepayers asking' the Board to apply for an amount under the Roads and Bridges Construction Act for the construction of eighteen chains on the TeWhiti road. The engineer was instructed to prepare the necessary estimates. '" .An applica tiori for progress payment by the contractors on the Matahiwi roadj viz,, £2OO, was granted.- - ; S Prom Mr Stnckey, agreeing to pay an amount towards the preliminary survey of tho Raugitumau-Opaki road. . From Mr G. Wkitcombe, Pahiatua, asking the Board to pay him-for falling bush oil tlie road fronting his property. The clerk was instructed to ; inform Mr Whitcombe that the Board did not see its way clear to expend any money in that direction at present. . From the Survey Department stating that it did not issue permanent permits to engineers to enter upon native lands for the purpose of surveying. lines.of road, and that if any specific work-was. required an authority would he- issued for such survey. The engineer reported that Mr Northcote, Government engineer, had been msti'iicled to survey the '■ road which the application was particularly applied for. The clerk was instructed to make 1 the necessary application for a permit to enable the engineer to survey a roadas requested by Mr Cavo a few months ago. Mr W. H. Beethain waited on the Board asking it to again take the poll under the Roads and Bridges Construction Act for No 4 Ward, which lapsed through no one having, voted, The Board consented to do so. A. report of tho committee appointed to wait on the .contractors for tho Matahiwi road was read. . From Public Works Office acknowledging result of polls under Roads and Bridges Construction Act, and asking for further information.. From Mr Barrett re Board's official seal, The clerk Said he had ordered one for the Board, An application and .petition was read from Mr J, Kutherford, relating to works required and Crown : lands to be opened up. As the matter • was addressed to the County Council, it was decided to send it to County East, .■•,.■.-. The Engineer reported all works were progressing favorably.. AFTERNOON SITTING. Accounts and wages amounting to £379 14s Ud were passed for payment, It was resolved-" That the subdivisions heretofore known as Nos, 'l, 2, 3, and 4 Wards respectively shall continue to be known by that name, and that, the sub-division heretofore known as No. 6. Ward shall in future be'knjjwn as,Novs Ward. ' Messrs Everett, Brown, Campbell, and others waited on the Board with reference to the Opaki loop line, and requested that the Engineer he allowed to make a slight deviation in the same.—Agreed to.It :was resolved—" That Messrs Brown and Cattellbe requested to give in writing their sanction to take the road through their lands, and also bind themselves to make a free gift ofsame." The following tenders were received: —Fernridge road—Burgess and son, £306 12s -lOdjO. Matthews, L 422 10s ;F.Madsen, £459; Wilder, Daysh k Co., £375; Parker k Co., £249, (accepted). Westmere road 11 chains formation- Girdwood, £283 15s, for bridges, £920, (both accepted); Parker i Conformation, Ll'7o, bridges, LI 2 49. Bannister, 17s-6d perchaiii.- .- '; Messrs Stuclcoy, McLachlan, and Blatchford waited on the Board with reference to the road leading to their properties and presented a petition asking the Board to bring the road under the' Roads and Bridges Construction ict, The Engineer was instructed to lay the road off as required, Mr Donovan waited on the Board re road leading to his property. The Clerk was instructed to write to Mr Elkins requesting him to erect gates on the fences interrupting the road leading to Mr Donovan's land. The Engineer-in-Charge of railway works was to be written to requesting a level crossing to be put in on the same road. With reference to Allen's contract on the (Jpper Plain the matter was left in the hands of tho Engineer to settle. • Messrs Chamberlain, and Macquarie were appointed to sign cheques for the I Board.
