MELBOURNE, Tuesday. The ship Berengaria was successfully floated off last night. .. Sir Bryan O'Loghlan, the Premier, addressed his constituents at Lamefield last night. He justified his administration of the Treasury and attributed the failure of the loan to the Stock Exchange "bears," and expressed himself as still sanguine that the loan would be floated.
