MASTERTON SCHOOL COMMITTEE,

The ordinary' monthly meeting of 'the Mastorton School Commiitee was held last evening. Present: Messrs Boddington Feist, Heron,'Grundy, floag, Uaselberg, and Payton. Tho minutes of the previous .meeting wore read and confirmed, ; '.?. >, -

The treasurer reported a credit balance'. 0f,f817a4d., :■;.." A.letter was read from the Education Office, statin" that the school would be inspected about the 13th of November. The, head-master reported that the number, on. the roll was 484;. average, attendance during past month,' 391; highest attendance, 423;' lowest attendance, 320. A list of names of children who should be attending the school, but were not. going, was handed in, and the secretarywas instructed to cause notices under the Act to be given to their parents. ■ .; The'; following accounts were passed; for payment:—G. M 'Wood, 10s 6d;' Mrs Shepherd, £2los; J. Payton & Co., 1756i1; T. E. Pneo, £l9s lOd. ' Ths --visiting members, for the past month reported -that.the pump had been fixeil, aud worked well." Messrs Hogg and Jasjo were appointed .visiting members for the ensuingmonth. ;. ; H' ' .! Mr How brought the appointment of Miss Reimenschnieder as a teacher in, the sohonl before the Committee. He had been informed that another applicant for the office had her chance prejudiced by the Committeo's recommendation in favor of Miss Reimenschneider, He also objected to the procedure of the Board in making appointments. Ifr Caselberz said that he also had been waited upon with reference to the nppointmont by Miss Robins. He desired to he informed as.to the respective teasliiii'' capacities of Miss Reimenschneider and Miss Robins.

The Chairman expressed his regret that Messrs Hogg nnd Caselberg had absented themselves from the meeting at which the. recommendation in favor of MissßeimeuSchneider was made. Mr Caselberg repeated his question as to the comparative attai'iments nf the two teaoherg in question, and the Ohtirman advised him to put it to the Education Board.

Mr Heron thought Mr Hogg was right in drawing attention to the prooedure, but no practical good was to be obtained by.continuing the discussion, and it would be better to let it drop. He thought the committee had acted rightly in milking the recommendations they had d«ne. Miss Eobins never made any application for the appointment. Mr Hoag objected to the .Committee having made a recommendation on an "ex parte" application. The Chairman qiio'ed Hie Act to show that the Committee had acted quite in accordance with its provisions. Mr Payton objected that because certain members were ahsent when an appointment was made to take an irregular diR: cussion upon a matter that had been definitely seMled. Mr Hogg pointed nut that in Olago Committees claimed the right to bo consulted as to all candidates before a Board exercised its right of milling a selection,He could not see how pupil teachers of a school were to progress if their urnnNion was burred by irregular appointments. • ( On the motion of Mr Hogg a resolution was carried to the effect that in the opinion of the Committee nn recommendation for any appointment should bo mads to the Board until all applications for ifc are before tha Board. The _ Chairman pom'ed out that the resolution though excellent in theory won'd not work in practiee. 1 A disonsaion took place between Messrs Feist and Caselberg si to the meaning of the resolution which had boon passed. Mr Payton pointed out the danger of gentlemen passing resolutions before they grasped the meaning of them. Mr Hogg moved and Mr Oaselbere seconded, "That this Committee would respectfully submit to the- Education' Board the desirability of placing all applications before the Committees interested before any ■ appointment is decided upon as provided by Clause 45 of the Act." Mr Pavton moved as an amendment, "That Mr Hogg's resolution be forwarded to the Board when the next vacancy occurred in their teaching staff." Tho amendment was seconded by. Mr • Heron and carried.
