London, May 11, In the Houso of Commons to-day, the Right Hon. W. E. Gladstone introduced his Bill providing meaii9 for the better repression of crime in Ireland, The salient featnres of the measure are as follows :—The appointmont of a Commission of Judges to try cases without juries in the disturbod districts j domiciliary visits' by the police; the expulsion from Ireland of foreigners who may he considered dangerous, and the summary conviction of night prowlers. The Executive is also to be invested with the widest poworß for dealing with illegal sooieties, meetings and infiamipg journals. The operation of the measure is to extend over a period of three years. The Bill was read a first time this afternoon. The Pamellite membersconsidortho rieasure. unnecessarily stringent, and inveigh against it in strong terms.
