RETIREMENT OP PRINOE GORTSCHAKOFF, St. Petersberg, March 31. It is announced that Prince Gortschakoff has been relieved of his official duties as Minister of Foreign Affairs. His Highness who has filled the position for a period of 26 years, will, however, retain the dignity of Chancellor of the Empire. It is further announced that M. Giers, who resigned his seat in the Council of Ministers shortly after the issue of the Imperial manifesto in May last year, will succeed Prince Gortsohakoff
