The process of registering dogs is now suspended in tne Counties of Wairarapa IJast and West, A flaw discovered in the Act precludes local bodies from recovering the cost pf registration, and of the collar and badge from the owners of rabbit dogs, and almost every canine in the country districts may be deemed to be a rabbit dog, Both County Councils meet to-day, and' the position of the dog question will, without doubt, be fully dismissed. The fault in the Act, it will be observed, is not one that necessarily affects registration itself, it merely changes the fmanblal aspect of it, We trust that the Comity Ceuncils will not ihake registration contingent on a satisfactory ..solution of tho question of cost, but will, in the .first instance, insist upon "registration being resumed and 'carried out in a thoroughly efficient manner, and then make the best arrangements they can for providing the necessary ways and means. There is evidence to show that wild dogs are increasing in the Wairarapa, and in the face of this, and of the fact that registration |s acknowledged to be a remedy agaiiiat the multiplication of this pest it would be. foolish to adopt any half measure or permit registration to remain in abeyance, The Counties are in a position to' advance, if necessary, the .funds required to secure efficient registration, and if they can recoup themselves in no other way, the alternative of a County rate is always open to them, We do not for one moment suppose that it will, in connection with dog registration, be necessary to impose a County rate. We only allude so it to show that Counties have a power in reserve which justifies them in incurring temporary liabilities. It may be possible to provide the cost of registering rabbit dogs out of sheep rates, This, however, is a question for the Government to decide. We do

suppose that Parliament intended the cost.of. registering dogs to fall on ordinary County. revenue, and no doubt if it does fall upon it arrangements will be made during the coming session to' relievo tliem from a liability with )vhich they cannot iu - common fairness' be' saddled.
