BY GABLE. GLADSTONE'S CLOTURE PROPOSALS CARRIED. London, March 9. In the Hmisu uf Commons to-day the new rules oi duhni'o. as proposed by the Government, were under discussion. The resolution fur the adoption of a modified form of tho cloture, as suggested by Mr Gladstone on the 20th ultimo, viz,, that the cloture could be applied when the majority against jtß adoption was less than forty, and the majority exceeded 100, was carried by 303 to 235.
