Tin Emoeror of Austria has lost 3,600,000 teincs by the failure of the' Union Generale Financial Institution' which recently collapsed in France. - The insurrection whioh has existed in Yemen, a prinoipal division of Albania, has resulted in the insurgents proclaiming a new caliph. Mr Gladstone has given notice of his intention to move next Monday (Feb. 13) a series of rules for preventing obstruction and bringing debates to a close. If these are adopted debates may be stopped on its being intimated by the Speaker or the Chairmanof Committees that there is a majority of over 200 raembera in favor of that course, if a minority against dosing >of the debate is found to be less than 40 the debate can be summarily stopped. Two standing committees each, of 60 members are to be appointed, one ot these committees will devote itself to the consideration of Bills relating to law and justice, and the other to measures affecting trade, shipping, and manufactures The adjournment of the House cannot be moved during the question of time, and no division can be taken upon the adjournment unles 20 members rise to support the motion. No amendment is to be mo'ved on going into committee of supply on Monday except it relate to particular estimate to be discussed.

Mr L. L. Delwyn, the member for Swansea, has given notice of motion in the House of Commons objecting to the annexation of the Island of Borneo, unless with the consent of Parliament. The balloon which drifted across the English Channel in Decornber, and last seen off the coast of Spain, is reported to have been seen from Maritzburg in Africa. A plot has been discovered to assassinate the Czar of Euasia, a quantity of dynamite having been mixed with the wood used as luel in the Imperial Palace. _ Sir Goorge William Wilthere Bramwell, judge of the intermediate court of appeal, has been raised to the peerage. The letter containing explosive matter whioh was sent to Mr W. E. Forster, Chief Secretary for Ireland, has been examined and found to contain a quantity of iodide of nitrogen, a very dangerous explosive.

A Bhipment of frozen meat from Sydney by the Orient Company's steamer Ouzoo is not selling well in the London market, the prioe having fallen to 5d per lb. The cargo was very badly paoked, the shape of a number of carcasses having being spoilt. It has also been found that the bottom portion of cargo consisted of carcases of old ewes. Scotch mutton is now soiling in London at lOd per lb. Through the mediation of Prince Nikita, the ruler of Montenegro, Austrian authorities have consented to a twenty day's armstice with the provinces of Dalmatia, Bosnia, and Hersogovina, which are now in revolt, Latest advices announce that insurrection is spreading rrpidly. The probabilities of war between Russia and Austria have been the subject of anxious comment on the Continent during the past few weeks. A series of bitter attach upon Austria appeared in the Russian Press with the apparent sanction of the Gpvoroment, and there have also been indications of preprrations for war. In order to show that the Außtro-Ger-man Alliance is still firmly maintained, Bismark has addressed a communication to the Russain Government, informing tbeni that the German Ambassador will be recalled unless measures are taken to Btop the increasing attacks upon Austria in the Rusaian Press. Threats of assassination have been unceasingly directed against the Right Hon. W. E. Forster, Secretary for. Ireland. During the past year he has received no less than 400 threats. In some instanoes precautions were taken for his safety, but ir. the majority of cases the communications weie treated with contempt, Messrs Bull and Wilson, a large London firm of woollen merchants, having business relations with the Australian colonies, have called a meeting of their creditors. Their liabilities amunnt to £124,000. The Irish members in the House of Commons are greatly chagrined at the refusal of Government to release Parnell aud other members, and have declared they will again resort to systematic obstruction,

In the House of Commons to-day, Mr Gladstone took occasion to deny that his recent speech during the debate on Mr Smythe'a motion for the establishment of Home Rule for Ireland was intended as an incitement to the Irish to continue their agitation for Home Rule, and added that he was not prepared to give self-gov-ernment to Ireland in a greater degree than to England or Scotland. Intelligence is to hand that a disastrous explosion has ocoured at the Avenden Colliery, at Durham, So far as i'b known fully seventy miners have lost their lives, but the full extent of the mortality has not yet transpired. Sydney, Feb. 17. A return match between the All England Eleven and Eleven of New South Wales was commenced here to-day, The Englishmen went first to the wicket, and we all disposed of for 133. Barlow was bowled for SO. The bowling of the local men was dead on the wicket, and the fielding was excellent, The New South Wales Eleven then went in, and when the stumps were drawn had put togerher 86 runs for the loss of only one wicket, Maßsie scored BO runs.
