We are glad to observe that the Masterton Borough Council has relegated the vexed question of the report of the Masterton Institute and the appointment cf a new management to a subcommittee which will have leisure to consider % various difficulties with which the late managing cosimittsoh!',been handicapped. It is gratifying to find the Borough Council taking an intelligent interest in adjusting the dilemma in which the institution is placed, and we anticipate a good result from the investigation which the subcommittee has undertaken, Tho main obstacle to working this institution on a popular !basis is, in our opinion, the existence of an imperium in imperio in the person of a body of guarantors who are individually liable for the. Institute debt. We presume that it is the intention of the Borough Council to relieve the guarantors from their responsibility, The Borough Council have a special rate at its command more than adequate to provide for both interest and sinking fund on this debt, and it is quite in a position to take up a burden which it is intended bylaw to bear, and which cannot without embarrassment remain as .the personal liability ,of the guarantors, We are also pleased to observe that the.Council is willing, if by doing so it can benefit the Institute, to delegato the patronage it enjoys in the appointment of a management committee. It was proposed on Tues day last that the election of a committee should be left to the general body of the ratepayers, but it may be worth while considering whether it would not be better in the interests of tbq Institute itself to give this privi lege to the subscribers to its library. The latter take a lively and direct interest in the Institute, whereas the former, in many instances, care very little about it. No doubt the subcommittee will consider this point, and if it is of the opinion that either one courso or the other will be more likely to promote the interests of the establishment in question, its decision will, we trust, be accepted unchallenged.

Action is now being taken on the. motion of the Mayor of Masterton to obtain the appointment of a coroner for the Northern division af the Wairarapa. We do not think that there will be any difficulty on the part of the Government in complying with the request which is being preferred if the services of a person fitted to discharge the duties of the office are available.
The new Mason and Hamlin'B organ for St. Matthews Church has arrived in. Masterton. It will he placed in the church as soon as Mr Parker the well-known organist of Wellington is able to come up ard introduce its pure and powerful notes to the congregation. The exterior of the instrument is hut a plain one, hut its interior is a wonderful combination of mechanism for producing strong sweet and varied harmonies, A meeting of those interested in the organisation of a swimming tournament wiib held at the Cluh Hotel last evening! when 15 persons were presdnt, MrDe Castro, through whose energy the meet-' ins originated, was voted to the chair. After deciding that a tournament should be held, it was resolved that a committee of six be appointed to curry out the necessary arrangements, Eight names were proposed, and the votes resulted in favor of the following gentlemen:—Messrs De Castro/Bogg, MoKen*|?. and Meek. The further election of offi". cers was deferred till after the committee had arranged the programme,' &c. A genoral meeting will be held on Monday night at the Empire Hotel, at which the committee will report progress. |
The election of a Licensing Committeo for the Borough of Masterton was conducted in the Courthouse to-duy by. Mr Wardell, the BetUrning Officer, assisted by Mr Freeth. During the first hour or two the voting was very languid, but towards noon the Good Tenplarsand the publicans commenced to bring in' their friends; and at three o'clock this afternoon ovor fifty; votes,were recorded, some ladies being' among the voters. Many who put in an appearance at the booth were surprised to find that by neglecting to pay rates they were disqualified for exercising their franchise. Out of 404 on the roll no less than 122 ;were ineligible as voters, The poll closes at 6 p.m,
