Paris, January 31. . Iq the French Senate last night M. Freycinet, the new Premier, explained the programme of his Government, He staled that its chief objects would be to maintain peace both at h»me and abroad, and to provide for the fullest liberty of the subject, The question of the reform of the Constitution would be postponed until the expiration of the present Senate, and after the completion of tho necessary judicial and military reforms. The Government would continue the Education policy initiated by M. Ferry when last in office. It was not intended to purchase the railways in France or to convert the Rentes, Every effort would be made to Bolve the tariff question with EngUud, with a view to the conclusion of afresh commercial treaty. Berlw Jan. 30. The_ German Parliament, which has been sitting since 15th .November last, was prorogued today. Melbourne, Feb. 1... Wheat is quoted at 5s Id, with a hardening tendency. Albaot, Jan. 31. The P. and 0. Company's steamship Rosetta, with the inward Suez mail, which left London on the 30th December, arrived in King George's sound this afternoon.
