To be efficient, it should have,all the'comforts ' bf a Club, with the facilities'oiaLiterary Institute arid Technical' College. There •are in Masterton but two places of publio ; resort-the hotel and the publio reading room. Hotel bars and billiard rooms, however, are not in very good odour ■with a large and respectable class of people. • Frequenters of these places, ; however weU'cnnducted, ; are sure.to lose some of the respect which every honest man justly prizes. Yet the Institute is the only place left'to orie'''whb""de6ideV. Against the hotol. What an alternative I Now, I would suggest as the best means of solving these difficulties, that a Club •the formed, io take the uppor'room of the- : publio library at a fair rental, and bavins? obtained the necessary license, &c, fit it up'with a bar, billiard table, and side/ fables for chess, cards, coffee, &t. If one hundred members could' be ahtained,': each paying annually' one pound in advance, it would provide social enjoyment of a rtspectable character for many who at present do little except grumble.—By this means roilt, &0., also a valuable increase nf revenue, would accrue to the Institute Cummittee.
