Mr Hall, the Premier, addressed the electors at Leeston nn Saturday evening, receiving a.vote.of confidence and thanks. Referring to the intentions of the Government he said the Public Works would be renewed on deßnite proposals, consiatont with a justifiable incre.l3o of the public debt, and ho expressed- opinion that looal bodies contributing one-fourth towards the construction of main roads should receive the other throefourths from the State; also that for district road works loans should be made by the State repayable in thirteen years. He favors an Eleotive Council selected on Hare's systemalso that many powers formerly exercised by the superintendents should be vested in local bodies, He favors rating Crown and Native lands whore roads aro required, or otherwiao.
