A JHSAPPREiiBssioif exists as to the position of the Masierton Institute Committee and the ratepayers of tho Borough.' The' Committee ate responsible for a debt of some £4OO on the building, and as'Jong as they are personally responsible'for this liability they are quite justified iii adopting any means for raising revenue which they may deem to be expedient.. If. the Borough Council on behalf of the ; ratepayers wore to take over (as it can under the Act) this liability on the building, the necessity which exists at present for utilising the Institute for purposes which may be deemed foreign to its original desi-ii would be altogether obviated.
