COUNTY ADMINISTRATION.

[To the Editor of the Wairarapa Daily.] Sir,—Allow tjie fo refer" briefly to Mr Pharazyn's letter in your issue of the 22nd inat. In it he says, "Mr Buchanan's whole case appears to be founded on the assumption that each district has a claim to what he calls its ' rate subsidies,'—a principle which the Council would certainly never admit." In what part of my letters does he find me contending for this principle ? If ho' refers to my first one, he will find me contending for the broad prip.oipl.e tliat these spbaidiep should be expended on '< the works of ijiost benefit generally to the ratepayers lyiiom they (the Council) represented, and upon whose rates these subsidies were based. Further on I specify the several important works which, in my opinion, have'been neglected. Is there anything; in this or elsewhere savoring of any particular district claim, or of the Highway Board point of view,' which there seems to be such* an anxiety tp establish? , ; , • Again he says,' Sir Buchaiiijn has, not pointed: out the, items -which- form 'the raal-administratioh' he complains of. ' _ What: does-he, call the £I4OO conolu- 1 .Bively;' : proved to have been mis-spent' by " direction " of the Council ? A very nice little item Ishould think.. •

As for the remaining £6OO, no one

i should knovr better than Mr Pharazyn that even more- than- this sum; has been unfairly charged to the general fund accbunt, and that it i would be rathdt unwise on his part to provoke inspection of the Council's finance in this particular direction,

Lastly comes his of my "singularand unaccountable misunderstanding." . . This is bo utterly pointless and devoid of application that I forbear, making any remarks, beyond, commending jt to the careful attention of your readers. 1 I am, &c.,.' W. 0. BUOHAKAN.
