The progress made is satisfactory, aud the works, so far, are well executed. _ Kopuaranga Bridge: With the exception of. the finishing coat of paint, this bridge is completed. It was opened for traffic on tlie 28th Oct. The whole of the works in connection with this contract are executed in a thoroughly workmanlike and satisfactory manner. Stoney Creek Bridge: This bridge was opened for traffic on the 30th October, although notquite completed at that time. All the works in'connection with this contract, except the finishing coat of paint and the fixing of several of the wind ties, are completed. The works throughout are carefully and well executed. Culverts and embankments substituted for bridges .—Petersen's contract. culvert and embankment is completed.'- Brown's contract: culvert, and embankment is . completed. On contract No. 3 forty chains are completed. On .-contract No. 4 thirty-five chains are completed. Eketahuna to Alfredton Road.—The first'two bridges of Cullen's contract are nearly completed, and the third one has been commenced. So far the works are well executed."'. ■■.... I , "_ I have carefully reconsidered the subject of bridges and culverts necessary for the completion of Eketahuna to Alfredton roadj and have designed works of. the simplest and cheapest description consistent with a fairly good job. Appended is an estimate of their cost, I also herewith submit plans and estimates of cost for 23.46 chains of formation, culverts, and metalling on the Opaki to Manawatu road. rhaye,&c, 1 - \ JohnKlvg, : County Engineer. Considerable discussion took place on the subject of forming the roads in Pahiatua block. Or McGregor thought as funds were not sufficient that the work should be gone on with as far as the money would go. It would be better to make it a .temporary than no-work at all. .. ' ' Cr Donald thought-they.should leave it •over until funds were sufficient. i .Or Minchin said if that was done the road would be closed for years. Cr McGregor thought it a great pity Government did not do- these roads. If they had no confidencein the Council they ought to take the matter up themselves. ! The Chairman said that the cause of ■complaint was that thevoads made by the ' County were too.good. .•■.. ' . '-•' Cr Jackson said if the Council carried' J out the work they would have to build bridges of rirou, aud let the. Government put them up again at a future time. I Cr Boys asked whether if the present plaus were laid before Government stating the Council had cut the expenditure down >■ as far as possible, would they have more money voted to them ? ■ ■ The Chairman said they could not > depend upon it.

. TENDERS, Tenders were then opened for work in Opaki-Manawatu road:.:W. Day, L 80; Patuatua Block roads: P. Chapman, L 523 14s; Blinkhorn and Peacock, L 761 17s. The tender of F. Chapman was accepted conditionally, , Culverts and earthworks, -P.Chapraan, L 236... Accepted conditionally. Cr Donald moved, seconded by Or Boys, That the work be proceeded with to the amount of MOO.

Cr Minchin moved as amendment, seconded by Cr McGregor, That the Chairman be requested to lay the matter before the Government, with copy.of plans and Engineer's estimate, with'a view to obtaining auoh monies as will enable the County to complete the road.in a satisfactory manner. That should Government refuse to comply with this report the Engineer be instructed to get temporary bridges and culverts. erected forthwith, such work to, be. done for -thei amount available. ; ; £!.'^'";;.: '■•'•■'.

Or McGregor spoke strongly in favor nf opening tbe.road at once, It was a great injustice to'the settlers in the neighbourhood. If .Government would not vote any more money for the work, ; tj}e Engineer should-be instructed to go on with it by day work. '. ?. ■„■ _ Or Phillips' asked whether the settlers would subscribe anything. ■ .'-f Or Minchin said the settler* had already made several roads and-.the Highway Board could do nothing for them. .. The • County Engineer-; said the only •way. the'wdrk"could be/done, would be as 'he suggested at the last meeting, viz. r . allow him to/select his own men andfake' the road through anywhere and make it' as permanent as possible. The Chairman said he did not wish to make it a personal question of aaking.tho Government for more money. It would seem-as if the Council had got into a mess and came to the Government for a helping hand, •->; ■ ." .'■'■. _ Or Phillips said he would be quite willing to form, one of a deputation to the Government.. _ Or McGregor said he did not look upon it as begging from Government. They were only asking in justice to,the settlers and to. the district at large; It was a colonial: road, and .private: individuals should not be expected tdbpenit/TheGoyernment had : sold the' settler's jand/and taken the money, and had done nothing to make roads to these places.' The Go° yernment had behaved very badly, to set--tiers.:.:,;.;.-,. ~■'... .--v./. :.:-,-..,: ■-\ l :^:. : \ -;'-j ; : ■ .The'Chairmaisaid he was agreed upon the subject of ;i hot putting up perishable works, but-stillhe recognized more fully thedifficulty, in going to Government and asking, for a: further,vvdte.- ■He thought the Counpil'.had pon'e.tb workin a tpoei'..

* yf'M gg- ■ ■Nnjias. ;>p penßive manner, and if they had thV|6rk '^ to begin again, they would recogui'w the ' fjj value of retrenchment, He did not think ' >,' anything would be done with the Govern- * J A 1 ment by correspondence, and it would be .' -1 better to do it by deputation* .' Or McGregor said if-the'Chairman J thought they would get a refusal, ho, WjJ •■' | one, would hot vote for asking the'Go'' \ yernment; but it the - f -inform the Council whether there was a -chance of -getting -the money he thought they should be asked." If the" Chairman lwas of a v contrary- opinion, it would be \ better to instruct the Engineer to go on J with.thT work "only as Tar as'f uuds were i available. The Chairman said ihat in this instance he was sanguine of success. The amondment was put and carrfed. EKETAHDNA POUND. . , The resignation of Mr G. Bengstefi aa keeper of the Eketahuna pound was accepted, and Mr James Jones appointed ' to fill the office. The Chairman then read a letter to the Minister for Public Works which he had drafted, and which was .unanimously agreed to. HURUMJIORATOI BEIDOE. A discussion ensued upon the question of passing the account of East County for £IOO, West County share of \ raugi Bridge' expenditure. Wf ■' Or Phillips moved, seconded by Cr Donald—That the sum of £IOO be paid to East County Council as a contribution to the construction of. the Hurunuiorangi Bridge; but "at the same time this •» Council desiresto point out the anomaly in the Counties Act whereby one County is compelled to contribute to a work in the desirability of the construction of which it has no voice.—Carried. Cr McGregor's notice of motion re pro. claiming Forty Mile Bush road a County * • road then cameion for hearing. Cr McGregor said he; would not move

it at present and the motion fell through. In his opinion in the" present state of affairs it would not be advisable to carry the resolution.. Older, Councillors were of the as himself. Or McGregor was of opinion the matter should not be lost "sight of. • "".'.■'• '•' -accounts. '■'• • The following accounts were passed for payment ;-r ;••■ '■- ; ' ... : - - £ s. d.
