WELLINGTON. Wednesday, The no-confidence debate in the House of Representatives is still proceeding. On the resumption Macandrew waived his right to speak in favor of Thompson. McLean then drew'the attention of the House, amidst much merriment, to the fact that- Macandrew had spoken, the report of his speech having appeared in that afternoon's. Chronicle. Macandrew speaks to-night. The Government promise to lay the evidence of the Civil Service Commission on the table. It is understood Ballanoe will move, when the Beer Tax is before the House, •that it be reduced from 6d to 3d. It is also understood that he has secured a large following in favor of the amendment. It is rumored that the hours of civil servants will shortly be altered from the present to 9 a.m. to 5 p.m. At a meeting of the Licensed Victuallers' Association it was resolved to ask the Premier to meet a deputation, and also to ask certain members of the House to introduce the deputation, for the purpose of suggesting amendments in the Licensing Act. • ,
