! WELLINGTON. Monday, : PARLIAMENTARY. The House met this morning at eleven o'clock. Swanson asked if it was proper for a Government Relieving Officer to bo a member of a County Council or Road Board. Hall said it was contrary to the Civil Service regulations. In reply to a question regarding the report of the Private Telegrams Committee, Hall said the officer who laid two telegrams before the Government which should have been regarded as private, had been fined and reprimanded. Being personally responsible, he expressed what happened,

After some discussion on petitions for compensation for losses sustained during the Maori war, the Premier moved the adjournment of the House, which adjourned till 2.30.
In the House, Speight, acting for Grey, moved that tho House considers the report of the Election Tolegrams Committee contrary to the evidence, He strongly condemned the action of the Government in this matter, and expressed a hope that nothing of tho kind would ever occur again. The Premier protested against the strong language used towards him in this and other matters by the hon, gentlemanlanguage which he hoped his character was sufficient to withstand. If it was not, then ho had spent a large part of his life in vain, If the hon. gentleman read the evidence he must know he was saying what was not true, He protested against being slandered in the why he had been.
Macandrew said the whole matter was a mistake of party. It would have been far better to submit to any use of the telegraph rather than violate the secrets of the department. After all they had the fact that some £3O worth of telegrams had been sent, £25 worth of which were on public service.
Saunders said some of these telegrams were intended to influence newspapers and individuals in connection with the elections,
