MASTERTON BOROUGH COUNCIL.

The usual fortnightly meeting of the above was held last evening in the Council Chambers. Present: His Worship the Mayor, and Councillors Vile, Feist McCardle, Gray, Woodroofe, Henall, Russell, Gapper and Bish. MINUTES, The minutes of the previous meeting were read and confirmed, CORRESPONDENCE-OUTWARDS. _ To the Manager Union Bank Australasia re building lately occupied by Messrs Dalrymple & Co.-To Messrs Hsffiens & Co., re complaints of contract.—To A, G. Johnson, Secretary Benevolent Society re Quigley's claim. INWARDS, From Wellington City Council re Quigley's claim, and enclosing cheque.—From G. Beetham, re payment of subsidies. - From Manager Union Bank to the effect that the matter re unsafe building in Queen-street would receive immediate attention, FINANCE COMMITTEE. Covpe 17 14 o Councillor Renall called attention to the charge of some timber in Mr Ccrpe's account at 13s per 100 ft., considering it excessive. Councillor Gapper said he did not see that they should give a higher price to a resident outside the district than they could get it done in their midst, and he would therefore object to the overcharge. The Mayor said he was sorry to see this question crop up. Mr Cnrne had cut some posts at a cheaper price than they could be dope here, and he considered Mr Corpe was justified in charging a fair price, more especially as the timber was very good After some further discussion, the Mayor put the question, and the accounts were passed as read, on the voices, INSPECTOR OP NUISANCE'S REPORT. Masterton, Oct, 29th. To His Worship the Mayor and Borough

Councillors, Gentlemen,-I beg to report that on the night of October 26th, Mr Hoffiens, the night soil contractor, deposited the night soil on Mr Krupkin's farm on the Akuva road, and not at Manaia ; also on some occasions the night cart is not used at all, but deposits the night soil in the town. I think this is the second or third report on this subject, I have several complaints from the inhabitants that \M contractor makes double charges Jm

emptying their closets. The contractor seems to carry on his contract in a very unsatisfactory manner. He does not attend on regular nights, mid sometimes have to disappoint some ofi;the inhabitants when the night cart does not attend. The consequence sometimes causes a nuisance, or the parties have to empty their closets on their own premises. I have, etc,, J. C. Ingram, Inspector. A letter was read from Mr Hoffeins, i the contractor, which stated— That ho desired to be relieved from his contiaot on Ist December, as he could not get his money from the public with any regularity. The reason why he emptied • certain night boxes at Akura was that , they contained broken bottles, etc., which Mr Morrison did not allow to be deposited ; on his land. He also complained that many residents emptied their own boxes. Councillor Gray moved, seconded by (i Councillor Vile, that the contractor's request be granted, Councillor Gapper said Mr Hoffien's ; letter opened up a new feature in reference to the charge made against tho contractor which had not previously come before the ■ Council, and the Council ought to find , some place to deposit such things as broken bottles, bones, &c. Councillor Renall thought the blame ' laid with the residents who put these ar- . tides into the night-soil boxes, and not with the contractor, and that he had been interviewed by Mr Hoffeins in reference i to the matter, and was informed by him f that he had to call half-a-dozen times in some cases for sums of 9d due to him as I contractor. 3 After a few remarks from Councillor McCardle, relative to the matter, The Mayor was of opinion that the conr tractor's request be complied with, and thought that it would be advisable, as the present contractor did not give satisfact tion, to appoint a fresh one. ! The motion was thou put and carried. INSPECTOR'S REPORT. - I beg to report that by request I have inspected the Club Hotel premises. I find that the up-stair closet empties by drain into tho crook running through town f acres Nos. 1 and 3. This is likely to . stagnate the creek and cause a nuisance, and injurious to public health. WORKS COMMITTEE REPORT, !> Cr Renall brought up the report of the 5 Public Works Committee re the stream running- through the centre of the town. • The report stated the stream was blocked P with debris and malternf a more offensive character, and called the attention of the Council to the provisions of the Pubs lie Health Act as being apolicahle to its state. The report also related to the '- progress of the work now bein., carried on d in the Borough, f _ Councillor Renall made a long explanation relative to the report, and would onint out that under the clauses of fhe Public Health Act they had enumerated the present tenimt of Dixon's Estate could » be compelled to clear out the creek runI, ning through his property. The Mayor raid he thought the Council • would lie unanimous with" him that the e practice of polluting the creek near the a Club Hotel should be abated, and that notice should be immediately given to a the proprietor of the Club Hotel to stay d the nuisance complained of. e Councillor Renall explained how a drain could be put down to abate the nuisance, :s mentioning, as instances, the Wellington drains; he though Mr Elkins would 'fall in with the Council's views in this matter, and get the drain from the Club Hotel, put in proper order. Councillor Gapper said they were there II as Councillors to see justice done to the marks in support of the motion, as he had/ ( repeatedly called the Inspector's notice to' the nuisance, who had tried to abate it, but had not successfully done so. B Councillor Russell would support the resolution. -, Councillor McCardle said he would ] t move as an amendment-" That Mr ~ Elkins be written to, asking him to drain the Club premises in a proper manner, and that the Council at once take steps to clear the creek through Mr Drummond's g land, as it was an injustice to compel Mr Drummond, who was a tenant on the estate, to clear the creek out himself. Councillor Russell said he did nut see why a large ratepayer should be made to . rectify the errors of a few smaller ones. and considered that if the sum of £2O , were spent as advised by Councillor S Renall it would d„ - A g riU t j 9il i towards ) lessening the nuisance, )' Councillor Gapper said that Councillor ) McCardle was in error in supposing the creek came under the head of a public > drain ; it was a natural watercourse, and > if it was polluted by the burgesses, notice [ should be sent to those offending to desist from so doing, and they as Councillors ' should see the matter properly carried 1 Otlt, [ The amendment was put and lost, the ! original motion being carried. ! GRAVEL PIT. 1 Councillor Renall moved-" That a sum of £BO be offered to Mr Donald for a 1 piece of land-section No CO, containing 3 roods 3 perches—as a gravel pit." He considered that in the present contracts they would save at least £4O of the cost of the land. Mr Donald had offered it at 1 £IOO, but the Works Committee considered £BO a sufficient sum for it, and if Mr Donald refused this sum, authority should he given to the Committee to make arrangements with Mr Sparksman, who was willing to grant them a piece of any size at that rate, which he (Councillor Renall) thought equal to Mr Donald's. Councillor Russell seconded Councillor Renall's proposition, supporting the question in its entirety, considering it would

Cr Vile said he thought Mr Donald should give a piece of land for nothing suitable for a gravel pit, as the Council had to keep several miles of road in repair through his property. Councillor Woodroofe would like to] gee tenders called for land for a gravelfpit, and considered they would get applications at a cheaper rate than the prir -aslc"*. Councillor Woodroofe's amej carried, the original motion ty xfffl^p Councillor Vile moved, siffiMJl by Councillor Gapper, that tenders be clled for metalling the Kuripuni road contract, contractors to find their metal where thsy like, _ tenders to close before the next meeting, After considerable discussion the nation was put and lost. Councillor Renall moved, seconded liy Councillor Russell, that the Works Committee be authorised to expend a sum (in the culvert and sluice gates in Akura road forthwith. On the motion of Councillor Vile as an amendment, seconded by Councillor McCardle, the words "that tenders be called for the same," were added to the original motion, as he considered it was only fair to the public to throw the vrork open to competition. ' The motion was carried. overseer's report. Masterton, Nov. 11th. To the Chairman Borough Council. ' Sir,—l beg to report that the contract of Messrs Hoare & Sinclair, for building three culverts on the Kuripuni road, is completed according to the Works Committee. Mr Lancely's contract for forming 37 chains of road is almost completed. Since last meeting an extra man has been set on to help me through with the work. I have, &c, George Hutton, Overseer. INSPECTOR OF NUISANCES' REPORT, I beg to report that the furze growing on the road between Masterton and Akura is a nuisance and obstruction to the public. My attention has also been called to the culvert in Bannister-street, that the culvert not being level by the sides of the road causes inconvenience and danger. ' J. C. Ingram. Inspector. Councillor Gapper moved, seconded by Councillor Feist, that a committee consisting of Councillors Bish, Russell, McCardle Woodroofe, and the mover, visit the cottages and draw up a report on the same.
