FCarterton, Sept, 10th, JB7G. 10 THE ELECTORS OF THE BOROUGH OF MASTERTON. * LadiesJlGentlemenwill doubttesa consider that I &m presumptuous in again coming forward to soon after my recent defeat, and am overanxious to obtain a seat in the Borough Council. Let me assure yon that this is not so. I only again offer my services at the particular request of a number of gentlemen who consider that I am better able to further their interests in the Council than one of the retiring members, In the event of my being returned, I will use my best endeavors to let every burgess have an accessible road for vehicles to "his property, as at the present time there are many compelled to carry their groceries home on their backs; and I consider it a disgrace to a town like Masterton that they should have to do so. In raising the proposed loan I would hope to be of some service, but would not advocate, in the present position of the country, raising more than about half what is authorised, as I consider the eventual result would probably be increased taxation to pay interest—the Government subsidies not being likely tv continue for more than a year, a fact which lias hitherto been overlooked. I would ml spend £IOOO as proposed in Council buildings, but would devote the money to forming, metalling, and widening streets, to drainage, and to increased protection from fire. Improving the main street through Kuripuni is a work which I believe the present Council intend to proceed with, and is a measure which would have my support, as it is one in which the interests of the whole town are concerned, It is my intention, if returned, to pursue * 8- perfectly independent course of action, to assist in spending the rates fairly and equitably over all parts of the Borough, and to further the interests of my native town however and whenever I can conscientiously do so. I do not intend asking any elector for his vote, as I think every man should do as he thinks proper, unbiassed by the solicitations of candidates or their agents. Electors,— As it is my intention to stand at the coming election for the office of Borough Councillor, I beg to submit to you my opinions. lam a thorough believer in "Mixed Government," I consider every portion of the Borough, and every interest and class therein should be ably and fairly represented. No better safeguard can be devised against a rash and Unconsidered course of proceeding, than the opposition and counter action of different and conflicting interests, When measures are fairly discussed by representatives of different parties, then every man's right is secured, violent statements are challenged and unfair claims opposed, error and injustice are unlikely to exist. Support the three ablest and most independent candidates and you will be well represented. In the preient depressed state of the country, I cannot entertain ideas of Drainage and Water Supply. I shall advocate, if returned—(l.) That lamps be erected in the Mainstreet, (II.) That where we are at present unable to make roads, footpaths be made to enable foot passengers to obtain access to their gates, (III.) TheimprovementoftheUpp er Plain Road. (IV.) Widening the Main Trunk Road through Kuripuni, towards which the County should be requested to contribute. (V.)
