MR WATERHOUSE ON RESIDENT MAGISTRATES.
The Resident Magistrates had been brought to feel their dependence upon the Government to a much greater extent than they did previously. They had in some caws been removed from their offices without adequate cause, and in other cases they had been removed from one position to another without any apparent cause. Some had been promoted, while others had been degraded, and all had been made to feel how thoroughly they were dependent upon the Government for their promotion and advancement-
