MASTERTON BOROUGH COUNCIL.
' .The ordinary fortnightly meeting of the above Council was held in the Oouncii Chambers yesterday evening. Present— His Worship the Mayor, presiding, and Ors Feist, Gapper, Gray, McCardle, Reiiiill, Russell, Vile, and Woodroffe. MINUTES. The minutes of the previous meeting were read and confirmed, CORRESPONDENCE, A letter was read from Mr Joseph Bennett, expressing his inability to act as Chairman of the LIBRARY COMMITTEE on the grounds, first, that ho was not a ratepayer, and secondly, that lie would shortly be resident at a distance from the Borough; he would, however, feel pleasure in retaining, his seat at the Committee. The Mayor said he much regretted tliat Mr Bennett had thought it necessary to decline office, as ho'felt confident that gentleman would have made a most energetic and ellicient chairman. It would be requisite to supply the vacany, and it was competent to the Council either to make the appointment, or to delegate its power to the Committee itself, Cr Wo'idroffo considered it highly desirable that the Committee should appoint its own Chairman, and moved a resolutiou to that effect. He warmly eulogised the services rendered by the late Chairman, the Rev J. F. Teakle, in connection with the Institute Cr Feist seconded the motion, Cr Russell moved as an amendment that the Rev J. F. Teakle be elected Chairman. He pointed out that the Committee might make an appointment which would not bo acceptable to the Council.
. Cr Gapper seconded the amendment, and regretted that sufficient courtesy had not, in the first instance, been shown to MrTeakle.
Cr Renall was of opinion that under the circumstances it would be more judicious to leave, the matter in the hands of the Committee. The Town Clerk reported that tho bank overdraft amounted to £70514s 7d, and the Finance Committee were instructed to see the Manager of the Bank of New Zealand in reference thereto. REPORTS. The following reports were received Masterton, February 4,1879, The Chairman of Publ : c Works Committee. Sih—l beg to repoit on the works ii construction. South-street, Manaia, isnearly completed, A fewmo-o days will completo the contract, and that £145 m&y be paid on account, About 12 chains of Queen-street w :, l went to be re-meta'led soon before the bad weather sets in. About 110 chains of the Upper Ph i road will want to be re-mctal[ed as soon as' possible, as neavly the whole length of the road is cut clean through. Cole-sfceot will require to be formed and metalled before the winter, a3 thero are some large holes from the bad state of it from'last winter.Highrstreet will require a great deal of attention thiswintcr, as some, parts of the road aire right through on the formation now. Footpaths will require- a fresh layer of sand, as some parts of them are beginning to get in bad state, Hall-street is being pusjied on with, and the formation will be finished by tho end of this week or tho begintr'ng. of next.—l am; &c, : ; ; | George Hiram .

The Town Clerk reported that tho bye- ' ■ laws and regulations were nowready ; for delivery*. It was resolved that the same be sold • to the public at sixpence per sheet. NIGHT SOU. COMMITTEE. Cr Russell moved, and Cr Woodroffo seconded—That the present Night Soil Committee bo a permanent Committee; After a slight discussion the motion was put and carried. ' ■ COMMITTEE MEETINGS, - _ The. Mayor called attention to the expediency of appointing fixed days for, the meetings of the Committees, which would tend to facilitate the conduct of municipal business, Or Gapper moved, and Ci ,: Gra|y'seconded—That the Works Committee meet once a fortnight, on the Monday jmdr to. the meeting of tho Council, at 7 |,m'. .
