London, December 9.

In the House of Commons, Mr Balfour said that Venezuela, during the past two years, had unjustly interfered with the liberty and property of British subjects, and refused to settle largo claims. All efforts to obtain an amicable arrangement were unavailing, and the n any representations made had remained unnoticed. An ultimatum bad been presented in conjunction with Germany, If the outcome of the ultimatum was unsatisfactory it was intended to enforce the demands. Britain’s Venezuelan claims are based on the seizure of railways and vessels by Venezuelans ; also illtreatment of British subjects, and arbitrary proceedings against British interests and property during the war. New York, December 9. The members of the foreign Legations left Caracas and embarked on the warships at La Guayra. Germany claims from Venezuela the immediate payment of 1,700,000 bolivares, this sum representing the losses of German subjects in the civil war up to 1900, and demands a satisfactory guarantee for the payment of additional claims totalling 3,000,000 bolivares, arising out of the recent civil war; also the settlement of other claims especially connected with the German-Venez-uela railway. The authorities in Washington are pleased at Britain acting with Germany in demanding a settlement of the latter's claim, and regard Britain’s action as a guarantee that the Monroe doctrine will not be infringed.
