Following the announcement that Wuting-fang has been appointed Minister of Commerce at Shanghai, it is now announced that Yuanshankai has been appointed Minister for the whole Chinese Empire, with supreme control of mines, railways, telegraphs, and commercial affairs. He has been invested with greater powers than any previous Viceroy in China
