It is officially announced here that one of the Powers proposed the simultaneous evacuation of Shanghai, any reoccupation by one Power to give the others the same right. Instead of the latter clause, Germany proposed that China should not concede to any Power any military or other privileges infringing the principle of th» “ open door ” policy in the Yangtse district China accepts this proposal. Pekin, October 22. Russia, while surrendering the Northern Railway in China, has concluded a secret agreement securing the early dismissal of Mr Kinders’ British officials, and the ultimate transfer of the railway, presumably to Russia, when the Pritish mortgage on the railways is paid.

Dr Morrison, the Times corresponuent, has spent two months in Manchuria. He describes the marvellous transformation that has taken place; it has vhtually become a Russian province. The steamers on the Sangari are as busy as on an American river. He suggests the appointment of a British Consul at Mukden, and stationing a gunboat at Nuichwang. Russia, he says, adheres to the letter of her promise to evacuate, but evacuation is a mere displacement of troops into permanent garrisons along the railway, and more strongly installed than before, commanding every Manchurian city, and all the waterways under her control.
