Chinese Affairs.
Pekin, March 4. The Foreign Ministers of Pekin approve of the principle of restoring Tientson to China, Germany suggesting midsummer as the date of sestoration in order to checkmate the extensive influx of Japanese fishermen. Russia, in August last seized a quarter of a million pounds’ worth of salt at Tangku, belonging to private, owners, but the attempt to sell it failed, owing to a threat by Yuan-shi-kai, Viceroy of Chili, to punish any Chinese who should buy it. M. Lessar offered to restore the salt without compensation "if China would promise not to employ any foreigners in the nothern navy or in its administration. Prince Chung agreed to this, but it is expected that Yuan-shi-kai will refuse to ratify the agreemeut.
