London. February 12. Britain and Japan have signed a treaty of alliance.’ * a ' The British Japanese treaty lasts five years. It took off«ct on January 30ch. The operative clauses are evidently modelled on the clauses in the' AustroGorman Treaty of 1879,"which 4cif‘to ■ the triple alliance. 'The pteamable sets forth that Britain and Japan are, actuated solsly by a desire to maintain the status quo and general peace in the Far East; and to safeguard the special interests they have in maintaining independanoe and territorial integrity in the empires af Chin* apd, Cprea, and securing equal opportunities therein for, the commerce and industry of - all nations. ’ . , „ : Atticle 1 declares that Great Britain and Japan are not influenced by any aggressive tendonciey in either country but in view however, of interests, whereof those of Britain relate principally' to China, while Japan, besides the interests she possesses in China, is interested to a peculiar degree politically, oommercially aud industrially in Corea, the ‘ high contracting parties recognise tha,t it' wilt" "be-admissible to either of them to take such measures as ma y be iridipren^ao,murder,t.> • . those interests, iLiureMenad, either yy the ‘aggressive action of any. other power : or diMU-'bai'Ctfs' u> Chain ot/COrbs, neoess'Q Ing.the intervention ofeither, of the connoting parties ior the,pro taction bfdifo and pro 1 J ty.' ;/-itrftole 2 states,; thak if eithe Britain htilsparVin^fenceSf^
neutrality and use Us efforts to prevom others j oiaing in hostilities against its ally.' Article, 3—lf, in the above event, any Power or. Powers join in hostilities against its other contracting party will come to its assistance, conduct the war in common, and make peace by mutual agreement . with it. Article 4 —The allies agree - that neither, without consulting the other, shall enter into separate agreements with another Power to the prejudice of the interests described above; Article 5 Whenever, in the opinion of either party the interests described are in jeopardy, the allies shall communicate one with another, fully and frankly. Article 6—This agreement is subject to notice twelve moths prior to the expiration of the five years of an intention to terminate, unless such notice given be terminated one year after that announced by either, btft-il, at the expiration of the agreement, either party is actually engaged in war, the alliance shall continue until peace is arranged.
