o London, October 19. The Times St. Petersburg correspondent states that the Russian troops within striking distance of Afghanistan do not excetd 8000, with thirty guns, and that the Czar, M. de Witte, Minister of Finance, and Count Lanisdorff, Minister of Foreign Affairs, are anxious to maintain a general peace. The Czar has expressed a wish that his ates in the vicinity of the Atghan frontier should be impressed with the detetminalion to avoid conflict. Reuter's Agency s'ates that Gr at Britain and Russia are in complete agreement not to intervene in the evtnfc of disturbance in Afghanistan.
