London, October 12. The Times Simla correspondent states that reports from the frontier show that everything is quiet in Afghanistan. Habibullah, in a letter announcing bis accession, informs Lord Ourzon that ho will follow in his father's footsteps, and hopes that the friendship of the Governments of Afghanistan and India will continuously increase. The Daily Telegraph states that Russian official advices from Bokhara allege that Habibullah’s brothers, a few nours prior to the proclamation of his accession, secretly left Kabul, accompanied by their partisans. Habibullah, indignant at tbair action, has surrounded himself with trustworthy troops, and ha* sent strong detachments to guard the main roads to prevent their return on Less as prisoners.
