The monthly meeting of the Waimate County Council was held yesterday, Messrs Douglas (chair), Lyall, Hardie, Walker, Ross and Studholme being present. Apologies Were received ftom Messrs Rhodes, DlWotthy and Milne. 9IAUGHTERLICBN3ES. The Chairman said that as Dr. Symes, Health Officer, was in Waimate, he thought it would be a good thing to gdt him to report on the Slaughterhouses. The Engineer stated thkfc, hnder fferiruetfess from the chairman he

had written to Messrs Cameron Bros., who were erecting a slaughterhouse hear the Tim at a road, that if complaints, were made to the Council they would likely refuse to recommend the license. \ Mr Walker said"he was satisfied { that there was nothing in the Act , to prevent a slaughterhouse being , built close to a road line. Any such 1 matter should be brought before | the whole Council. Mr Douglas said the Health Officer had said that all slaughterhouses must be at least five chains

from a public road. Correspondence was read ; from the Department of Health on this matter and the Engineer’s Replies. i Members generally thought that the slaughterhouses should be inspected. Mr Lyall said inspection was very necessary, especially in country

slaughterhouses. . The Chairman said the Council had acted according to the Act regarding slaughterhouses, and had not seen the Health Act. Vfr Studholma agreed that a; certain slaughterhouse was a nuisance. Ha could not, on one occasion, get his horse to pass this. However, ho considered that the licehses should be recommended this year, and if anything ware to ha done re shifting the houses it should be done next year. Mr A'alker endorsed this. He did not think they should do anything this year. Mr Lyall said he would not like i to recommend the licenses to be granted without hearing, what the Health Officer thought of them. i Mr Hardie was also of this opinion, and on the matter being

put, it was decided to hold over the recommendation until after the inspection. Mr Walker said ho bad to ask that the Health Officer should report on some cases of sewage water being drained over the footpaths. Dr. Syraes waited on the Council. Ho explained that slaughterhouses were not under the Health Department, and ha could not inspect them without instructions. He would report on the other cases.

A discussion followed, tt was decided to write to the Department the Council Could take no responsibility as to the sanitary arrangements at the slaughterhouses, but they had no objections otherwise.

Mr 0. H. Bealey, St. Andrews, wrote, asking for a slaughter license. The application had not been properly advertised, a proper plan Lad not been forwarded, and the fees were not right. It was decided to return the application in the meantime, and in inspection Would be made before the application would bfl recommended. WAIMAtE POX)Nf>. Messrs Manchester, Inkster, Freeman, CamCron, and C. Akhurst waited, on behalf of the Borough Council, to ask the County Council to assist in renewing the pound. Mr Manchester said the Borough Council were considering the abolition of the pound altogether. The borough could not afford ft pound for the borough and county. It was decided to thank the Borough Council for sending ft deputation, and a committee wa« appointed to disChss the matter with a committee of the Borough Council.

The deputation also asked for the loan of the Council's grader for a little time to make experiments to see if a grader Were suitable to the borough. The matter was left in the hands of the Engineer. CORRESPONDENCE. From the Levels County Council, asking for particulars of the ridings seeking to be incorporated within the Levels County. It was decided to charge the Levels County for the time the clerk took to prepare the particulars asked for, Mr Lyall dissenting. From Mr Smith, that he did not wish to purchase the road offered by the Council* From Mr P. J. Wain, pointing out that the road leading from the educational reserve to his homestead was in bad order, and asking that it be attended to. The Engineer is to report. From the Lands Department with reference to the application for*, work in the Waikakahi and Lower Pareora Ridings, that it was unlikely the grant would be more than £ for £ this year. From the Mackenzie County Council, accepting the oset of the Waimate Council with regard to the rates on the stations abutting on that county. A formal resolution was passed arranging for an overdraft at the Union Bank.

From Canterbury College, asking that the tenant of their reserve at Otaio, Mr P. Brunton, should be ordered to clear thi gorse on the road adjoining the.latid. This was the road under offer for sale. Mr Rhodes is to be asked to re-value the load and offer it for gale again; Messrs Studholme. and Walker were appointed to sign the ratebooks. , Three tenders were received for the Insurance of the county Employees New Zealand Accident Insurance Company, 9s per for 'workmen and contractors, 2s for clerical staff?; Ocean Accident Insurance Company, Bs , M all round; And Ss. valuer of the Toad. Mr J. P. Henry, Glenavy, objected to pay rhaintehance rates, as he had bad no water for two years. The matter was referred to the supervisor.

Mr Bidder, Waihaorunga, wrote with reference to a ford which he was about to fence, and offering to sell it for £5.

The Engineer stated that the ford could be done without, and as good a ford made, on the Council’s property. It was decided to do part of the work applied for by Mr A. Martin at a cost of £9l. The rest of the work was held over.

A petition was received from Mr A. Copeland and three others asking that the council should raise the jroad to Sandy Ford.

Mr Bremner stated that he had reported against this before, and the council decided to adhere to their resolution not to touch this. Any surface repairs necessary were left in the hands of the engineer.

Accounts amounting to £741 3s 9d were passed. The Finance .Committee proposed that the County solicitor should be given a fixed sum yearly, and Messrs Douglas, Studholme and the County Clerk are to make arrangements. Messrs Studholme, Walker and Hurdle were appointed a committee, to discuss with the Borough Council the question of a pound. An application for a road at Kohika Settlement was received, and was referred to the engineer for a report. An applicatiqn for leave to remove trees from road ar Pareora was not enteriaine I, Mr Lyall and the engineer objecting. TENDERS. The following tenders were received :—For the Esk Valley Road work, R. Campbell, £lO5 12561; Pentlaud Hills Road, R. White, £135. Both were accepted.

WAIMATE HOSPITAL DISTRICT,

On the motion of Messrs Sardie and Walker, it was resolved, ** That if the Otaio river ba made the boundary nr part of the boundary between the Waimate and Levels Comities, that the Hon. W. J. Steward be written to advising that if there is an alteration of the boundaries between the Counties, it would be an opportunity of making the Otaio Vivor the boundary between the Timaru and Waimate Hospital and Charitable Aid districts, making Waimate a separate district.”

Mr Walker moved, and a motion was passed congratulating Mr Douglas on being again in the chair, whicu he had so worthily filled in the past. This was carried by acclamation, and Mr Douglas' returned thanks.

It was decided that Messrs Hanley and Henry should be exempted from the payment of the cleaning out of Whitney’s Creek, they being below the dam. Six applications were received for the position of supervisor of the Waihao water races, and that of Mr John Morris at £4O per year was accepted, after a long discussion.

The Hon. ,W. J. Steward wrote that a subsidy ot £ for £ would be granted up to £1430 for the Waihao, Hook and Otaio bridges. A grant for road works would not be available this year, except £250 for Skevington’s road which would be re-voted. . It was resolved to call a meeting of ratepayers at Bedcli.ff to discuss the question of whether a bridge or a ford shall be made over Elephant Hill Creek. Mr Walker asked that Hawkins’ road should he attended to, as it was in very bad order. The engineer was instructed to attend.

Mr Walker also Stated that a road near Stud hoi me Junction wanted attention, and the question was left to the engineer. /

. A discussion took place oh the draining of Whitney’s Creek, and the matter was left in the hands of the engineer. It Was decided that the outside of the Council buildings should be painted, and this tvas left in the hands of the engineer to try various methods suggested.
