Borough Council.
The usual monthly meeting of the Wiiimate Borough Council was held in the Council Chambers last evening. Present—Councillors Cameron, Cdltman. Dean, Inkster, Jones, Mann, Philip and Sinclair.
A letter was received from the Mayor, explaining that, owing to urgent private business, he would not be able to attend.
On the motion of Crs Philip and Doan, Cc Sinclair was appointed Deputy-Mayor.
Cr G oilman moved that the correspondence between the Clerk and the Mayor entered on the minutes be deleted. Ho considered that the correspondence had been inserted for a purpose. It was not usual to outer correspondence in full, and it was done in tins instance merely to “ rub it into ” him (Cr Coluuan). It was not right to do such a thing. Seconded by Cr Inkster, and carried.
The minutes of the special meetings held on Friday, 15th, and Monday, 18th inst., wore read and confirmed. CORRESPONDENCE. A letter was received from the Hon. J. G. Ward and others acknowledging letter sfjjsympathy re the death of the Queen. From G. V. Cochrane re appointment of Crs O’Connor and Jones as delegates in reference to wheel tyres. From Oddfellows’ Lodge, stating that the Council’s requirements in reference to fire escape would bo com plied with. —Received. From the Minister of Health, ask ing the Council, in view of a fresh out break of plague, to lake steps for the extermination of rodents, and to put the Borough in a thoroughly sanitary condition.

The Clerk said only Mr Manchester had replied to his letters. After discussion, it was resolved to instruct the Inspector to see if the Council’s requirements for tire abolition of cesspits had been attended 10, and where this hud not been done I > give notice to the etlecl that it must be done forthwith. it was decided that the mutters referred to by the Minister be left to the .Sanitary Committee to deal with. From tlie Valuation Department, advising that the alterations to the roll would be attended to. The Clerk intimated that it was a statutory requirement that a 1 meeting of the Council should be held next Wednesday to correct the voters’ roll previous to tire pending election oi councillors. From Mr J. Eden, asking the Conn cil to consider iris claim lor 25s tor work doire, but not included hr his contract. As lire work was a nr-cs-erry nrr, U was resolved that the amount he paid Tiro Surfaceman’s report of work done was read. Attention was calk'd to’ a drain iir Hughes street which should be cleaned out.
Power was given to the Surfaceman to 'attend to the matter, turd a free hand was given to him to exercise Iris judgment in reference to urgent work. The Clerk was instructed to have tiro stones cm t-ho side oi Parsonage road raked into tiro centre under the supervision of tiro Surfaceman.
The Inspector of Nuisances reported [he town lo be in a thorough sanitary condition, and asked if the Council had made any alteration in the regulations in regard to hawkers’ and pedlars’ licenses. Tlie park caretaker, Mr T. McConnell, reported that a great deal of damage had been done to trees, etc., in Victoria Park on the day of the ■ffinii.ifficld picnic. He said that cows were being grazed in the park at night. The work of looking after tlie park iiacl so increased that he asked tlie Council to consider his claim to an increase of salary. A long discussion took place on the damage done to the trees, etc., in Victoria Park, and it was decided to instruct the caretaker to take immediate action against persons doing such damage. Tiie Clerk reported that the representatives of the Library and Council had met, and agreed to a section with 09ft frontage on the corner of Victoria terrace and John street. Report adopted. _ • The Clerk read the names of a list, of persons in arrears with rates. It was agreed to give him power to sue for all arrears at an early date without giving further notice.
A list of persons in arrears for rent and asphalting charges was submitted.
In the case of the claims against the Fire Brigade and Mr John Moiloy, lessee of a borough section, for asphalt ing and korhing, it was resolved that they be written oil.
The Clerk called attention to the fact that in passing amount due to the Library Committee at last meeting a year’s interest had not been deducted, and it was resolved, on the motion of Crs Coltrn in and Inkster, to cancel the cheque for £.123 3s. It was resolved to adopt the schedule of duties of surfaceman drawn up by the Works Committee.
It was resolved that the night scavenger should find two sureties for £lO, and that the schedule of duties prepared by the Clerk be adopted. A 'motion was carried to appoint Mr R. G. Baxter vainer for the purpose of determining the value of improvements on borough leaseholds now expiring, and that tenders be invited for the leases of the borough sections. Accounts amounting to £176 19s were passed for payment, and the meeting adjourned at 11 p.m. The Council then sat as the
DOMAIN BOARD. The caretaker reported sales of firewood and trees. He complained that the work of protecting Costello’s land was outside bis duties, under his agreement. After discussing the matter, the Board was of opinion that the worlf complained of came within the scope of the caretaker’s duties.—Report received. The committee appointed to see to repairs at the caretaker's cottage reported that the tender of Mr H. Ferguson had been accepted, and desire to place on record their appreciation of the services of Mr A. Philips in super-
intending the carrying out of tli work. Accounts amounting to £5 Os 4>were passed for payment, and fit meeting terminated.
