Arrangements have been made for the withdrawal of 10,000 of the French troops from China during the present month, The Railway workshops in Tongshan, on the Shanh-iikwan lino, have bet n restored by tho British to a satisfactory state. March 2. The foreign Ministers have decided that Italy shall retain tho Customs buildings at Pekin, as they are needed for the extension of the fortification of the Legations area. Germany his intimated to Li Hung Chang that it is inexpedient that China should make separate concessions to States or companies, giving away valuable assets, while imr obligations towards the Powers collectively are nut clearlv defined.
