The Senate’s Foreign Relations Committee has agreed to the amendment in the Army Bill, authorising President McKinley -to "hand over Cuba to the Cubans as' soon as a Government has been established under the constitution defining the relations of the United States and recognising America’s right to intervene for the preservation of Cuba’s independence and the maintenance of Government.
