Horrible Disclosures.
The Rev. W. H. Shepherd, an -Vinerican, in charge of the Presbyterian mission at Luebo, Congo .Free State has just formulated some shocking charges against the government of that country. According to his story, a party of 500 Zappo-Zaps had been sent by the Free State to collect tribute of ivory and rubber from certain tribes, their orders being "to mak9 fire on all those who refused an ample supply." That order, it is alleged, was carried out with vigour. Many men, women, and ejnldren had been ruthlessly massacred, and Mr Shepherd, who had gone on a .special mission to the disturbed country to get at the facts, counted 81 right hands wMch 'had been cut off, and were being dried in order to show to th 3 State officials on their return. The leader, Melutnba by name, readily told Mr Shepherd all that had taken place ; and the latter, through the secretary of the Mission Board, has now given ! the facts to the world.
