WAIMATE COUNTY COUNCIL.
The usual monthly meeting of the above was held on Wednesday ; present — _Mes6rs Rhodes, Lyall, Walker, Henderson, Studholme, and Milne. In the absence of Mr Elworthy, Mr Bhodes wa» voted to the chair. ' The minutes of the previous meeting were read and confirmed. An apology was received from Mr El- - worthy, on account of illness, and Council expressed regret* Mr Hamilton, the Board's solicitor, waited on the Council to advise re the legality of the Council's proceeding to elect members of the Waimate Hospital Trustees. Mr Hamilton held to his previous opinion that Council had right to elect, but the Council's direct contribution - to the hospital had placed the matter beyond doubt. Correspondence was read as follows :—: — 1 From Mr J. F. Douglas, stating that road commencing at north boundary of B. S. 20508 and terminating at a point on E. S. 16793, was completed to the satisfaction of the County Overseer, and asking that Council would take steps to have road vested in it. Mr Walker said he had given notice of motion that no roads should be taken over unless shingled. This road would be a big expense, and the Council was not in 1 a position to stand the expe ise, >. After a long discussion, it was resolved to discus* 'the matter next month, when Mr Douglas would be present. From Survey Department Btating that Mr E. Cameron had complained that he received no benefit from the thirds spent in Ms district, and the Department asked for 111 1 further particulars and also if Mr Camerons wisbe* had been studied in the matter. The overseer was instructed to interview Mr' Cameron, and see if a deviation from' the road line would give him the necessary adcess, and the clerk to inform »urvey office of what had been done. ' From 'same re expenditure on fourths on Mr Collier's land and asking further particulars. — Becexved . From W. M. Hamilton, re excess of rates paid by J, Morton, stating that Council'had np power to refund excess of ralies p&id. It was decided to, act upon this advice. the wishes of the Council re setting aside shingle reserves on Waikakahi estate would be glinted. The GleA. stated that Mr M'Clure, the Govern nent surveyor, had arranged tb meet t le Overseer and it was decided to inform the Chief Surveyor to this effect. From the 1 South Canterbury Hospital and Charitable Aid Board notifying that two representatives would require to be elected to represent the fibmbined districts of Waimate Borough and County on that B oard .—Received. From the Bordtigh Council asking that His Worship the Mayoi 1 niight be apppinted as a representative on the above Bo.ard. , Fronl Mr L\ Madfarlanb stating thai he had interviewed Messrs Campbell and Sons' representatives re giving acess to R.S. 33689— 90, and they offered to exchange a road, Cduncil to remove the existing fence on to the southern bdundary of the new road. They" also suggested that a bridge fit fdr ordinary traffic be erected, and that the difference between the cost of such bridge arid the amouni available from thirds be charged to the "Waihao riding, as the bridge would form ah outlet froiri that ridiilg to the Hakateramea riding main road. The proposed new road and bridge would give the only possible outlet to a large block of agricultural land belonging td Campbell and Sons. Resolved, that Messrs Campbell be asked if they would transfer road if a stock bridge Were erected. Outstanding rates! were written df£, as they were irrecoverable. The chairhian said that in the present clerk's two years there had dnly been £5 per year outstanding, bo that he had not been in any AVa-y reitliss. From Secretary Hutt Cdunty Council stating that the Minister of Lands had promised io make enquiries into the cost of valuation i*olld lately supplied to lodal bodies and afford relief if necessary* Received. From Mr T". g. Hardy, asking that the sharp turning at the junction of Hook road and W&itlina school rodid be Attended to. Oveiseer to attend. From the ftev. T. Farley, Temtika, stating that he did npt Want water laid on his land at Sti Andrew's, and declining, under legal advice, to pay further rates. Received. From the ReV. G, Barclay, giving a short account of Timafu High School Board proceedings for past year, and offering to again represent the Council. Received. Accounts were passed as follows :— - General account, lls 9d ; Pareora water maintenance, £6 ; Waihao wnter maintenance, £15 8s 4d ; land fund, £10 ; total, £1085 0s Id. • Messrs Rhodes, Studhdlme< and the treasurer were appointed to sign cheques. Tenders Were opened as follows! — Contract No. 327— J. Hardy, £214 ; R. White, £179 3s. Contract "No. 328— J. Hardy, Ss ; J. Crdne, £41 3s 4d ; R. White, £36 10s. The lowest tender was accepted in each case. With regard to the county rangef, it was said the present system -was satisfactory, if adhered to by tfie ranger, and it was resolved to call for tenders for the position of ranger and dog tax collector, the dog tax to be 2s 6d. It was resolved, on the motion of Messrs Studholme and Mime, that the road applied for by Mr Mills and othen be opened for traffic. » It being now noon, the annual meeting was held. On the motion of Mr Rhodes, seconded by Mr Studholme, Mr Elworthy Was elected chairman for the ensuing year. The oi'dinary meeting was then resumed, and Mr Rhodes was voted to the chair. The overseer's report was read. He found that a good line of road would be obtained, if Davidsons road were continued 110 chains in a straight line for Mr Cox's house. " , Messrs Lyall and Rhodes were appointed a committee to interview the landholders through whose land the road would pass, and find out cost of acquiring a road line. , ,■, The road from Cabbage Tree 'Point to , Otaio ! 'Flat would require about 186 chains of' metal. ' He asked for instructions as to disposal of old timber from Hakataramea bridge. present Council on the Waimate Hospital Trustees. The next meeting of CdUnoil was fixed for December 21st, and that after that date all ordinary meetings be held on the last Wednesday of the rtionth, unless a special meeting were called by the chaifuian. This was all the business, and the Council rose.
