West Coast Times. FRIDAY, OCTOBER 25, 1867.

We are in a position to announce that Mr Hall will be one of the passengers by the coach from tUhrislchuvch to morrow. Mr Thompson, the UnderTreasurer of the province, has already arrived in town. It is not improbable that Mr Stewart, the Provincial Secretary ; and Mr Maude, the Colonial SubTreasurer ; will be fellow passengers with Mr Hall. We learn so much from a private telegram we received yesterday. I If our anticipations are correct, we may accept the conclusion, that no time is about to be lost in inaugurating the new system of Government in the "County of Westland. We may presume that the immediate purpose of Mr Stewart's visit, preceded as it is by the arrival of Mr Thomp- ! son, will be to adjust the relative portions of the Provincial Debt to be charged upon the County and the " remnant" of the Province. Mr Hall will come in possession of the delegated powers of the Governor. Mr Maude is a financial agent of the General Government, who will assist as its representative in the adjustment of accounts. We do not vouch for the accuracy of tho announcement we make of the passengers to be expected to arrive to-mor-row. But our telegram affords us sufficient justification to publish what we* have stated, as a probability. If Mi- Stewart comes amongst us we trust he will be received very cordially. Although the head of the Provincial Executive, and the " leader" of a Legislative Council which has done so much to injure this district and to awaken its spirit of opposition, he has always manifested a most anxious interest in the welfare of Westland, and during the last eventful session voted almost invariably with its | members on division. He is a man of high honor and integrity, and whatever administrative faults may be charged i against him, he ought not to be included amongst those who have established for themselves the unenviable reputation of being the fast enemies of the most important half of what was, and is still technically, the Province of Canterbury.
