FURTHER PARTICULARS. We extract the following additional items of news from the " Syduey Morning Herald " of the 12th inst: — AMERICA. The President issued a proclamation declaring the decree of tho Emperor Maximilian, on which Matamoras was blockaded by a French squadron, a violation of the neutral rights of the United States as defined by the law of nations, and inconsistent with existing treaties. The issue of this proclamation was at once followed by the despatch of two American war vessels to Rio Grande. The President has been making a tour, and met with an enthusiastic reception at New York, where a banquet was given in his honor at which he declared his determination to restore the Union in its integrity. At other places en route President Johnson's addresses were interrupted by cries of "Traitor" from the Radicals — at Detroit he made a bitter speech against Congress — in Ohio a black flag was displayed, and a dirge played by a band as he entered — at Illinois he was personally insulted several times — at Indianopolis there was such groaning and hissing when he came forward that his voice could not be heard, and he was compelled to retire. At Maine and Vermont the elections went against the President's policy. The Radical Convention assembled at Philadelphia, and the leading speakers denounced the President. It is probable the Northern delegates to the Convention will not endorse the opinions of the Southern Branch, unless they adopt resolutions in favor of universal suffrage. The electric cable across the Gulf of St. Lawrence is completed, and a third cable is being laid across the Gulf of Northumberland. CANADA. ! The Canadian Parliament has voted > 134,000 dollars for war purposes and I the maintenance of gunboats ; a vote I for the compensation of persons who 1 sustained damage by the Fenian raids was also passed. Several regiments of infantry and cavalry were expected at Quebec from England.
