GENERAL SUMMARY.
Londoh, April 26. The Australian February mails were delivered in London on the 12th and 18 th of April. Tho appointment of the Hon. Manners Sutton as Governor of Victoria, is corroborated. The Hon. A. Gordon succeeds him as Governor of Trinidad.
Tho Oaths Bill passed through the House of Lords, with an acknowledgment of the Queen's suprcmaoy a qualification for office.
The Fellows of Colleges Declaration Bill passed a second reading. Colonel Torrens was defeated at Cambridge by nineteen votes. The late election committees of the House of Commons have unseated twelve Liberals and two Conservatives, for bribery, &c. > Extensive emigration from Ireland to America continues, rendering labor scarce. The impression prevails that the Jamaica Commissioners' report will be unfavorable to Governor Eyre. Captain Semmes has been released from imprisonment by President Johnson, on his original parole. The American Government has dispatched a naval force for the protection of their fisheries, and proposes negotiations with England for the final settlement of the question. Orders have been issued for the maintenance of neutrality on their Northern frontiers, where Fenians are assembled in force, with a view of attempting a raid on Niagara. Their, movements are olosely watched by British gunboats.
A terriblo tornado passed over a portion of the United States, destroying 1000 persons. A severe shock of earthquake was felt on the west coast of Norway. v The construction of a submarine tunnel is seriously contemplated between Calais and Dover by the Emperor Napoleon; plans, &c, are prepared. Three hundred convicts have been shipped to Western Australia ; Roupell, the forger, was to have been ono of them, but was again retained. Tho ironclad steamer Northumberland Has been launched.
The Archdeacon of Demerara has been nominated successor to Bishop Colenso, In future, executions for murder are to be effected within the prisons. The Groat Eastern, with the new Atlantic telegraph cable, sails in the beginning of July.
The German Polar Expedition has sailed.
The steamship Nerbudda, with a crew of 50 hands, foundered on her voyage to Bombay. Tho Spanish fleet bombarded Valparaiso on 30th March, doing great damage. A great financial panio has occurred in England. Messrs Overend and Gurney, the great banuers, havo failed for au immense amount ; also Sir Morton Peto, the gtfeat railway contractor, and the Imperial Mercantile Credit Association. Other large failures are imminent.
