A S Two Minors aro Now Imprisoned for Mining on tho Town Rosorvo, ft MONSTER INDIGATION MEETING will bo hold This Evening, at four o'clock, at tho Corinthian Hall, to protost against such arbitrary proceedings oh tho part of tho Wardens. mO tho ELECTORS of HOKITIKA,' GREYMOUTH, and the MINERS of tho Surrounding Diggings. A request having been made to mo that I should give somo expression to my Views in respect to my candidature as a member for tho Provincial Council of Canterbury, I willingly do so, although briefly, as it would bo unfair to thoso who have done mo tho honor of bringing mo forward, as well as to myself, wero tho electors left in tho dark on this matter. I am in favour of rOad lines being laid out from the beach lino to tho various diggings, in order that tho necessaries of life and tho materials required by tho mining population bo acquired at a modorato prico. That tho various townships on tho Wost Coast should bo withdrawn from tho oporations of tho Goldfiolds Act, tho samo to bo immediately survoyod and allotments sold on an equitable basis. The large oxpondituro in buildiug already contracted by tho earlier settlors require this. Provision should also bo madofor tho acquiring leases of agricultural areas without delay. Hospitals for tho sick, and properly qualified medical attendance in the various mining centres, Choapor Food.—The present famine prices preclude the goldfields from being properly opened up and developed. Tho nccossity of tho ports being immediately opened must forco itsolf on the attention of tho authorities if steps are token by tho largo population to make it known. Tho prohibition as to tho driving of cattlo from tho Otago and Southland provinces should feo set aside, as it is well-known that thoro are largo herds of cattlo to bo acquired thero at a lowor rate than can bo procured in tho Australian markot. Bettor Postal arrangements — in fact, a ro-organisation of tho wholo system, Hokitika should bo indpondont of tho Postal authorities at Christchurch, and thoro should bo more frequent communication .'.with tho mining districts, and branch offices established at tho various diggings. Properly qualified Harbor-mastors.who should in connection with thoir duties tako caro of tho correct buoying of tho channols, tho romoval of snags, and attention to tho signal stations ; this offlco should bo independent of qualified pilots, thoy being an ossential necessity to Hokitika. Tho Sanitory condition of Hokitika, tho Groy township and othor parts appear to mo to bo sadly neglected, at loast, so far as Hokitika has come under my observation. What should bo a promenade, whoro hoalth and recreation may bo enjoyed, has bocomo a perfect nuisance from tho slaughter houses, and othor doloterious influences, besides tho danger to life and limb.
